Five months are about to pass since the Dalit Development Committee formed for the social and economic development of the Dalit community of Madhesh Province has become vacant. Officials have not been appointed because the ruling parties of Madhesh province could not reach an agreement.

The then Chief Minister Lal Babu Raut's government brought the Dalit Empowerment Act, 2076 earlier than other provinces to address the problems of free education, scholarships, concessions, etc. by uplifting the Dalits here. The four-year tenure of the office bearers of the committee formed according to the same Act has ended in February 2081. Since then, the Madhesh government has not been able to appoint new officials. Section 7 of the Dalit Empowerment Act, 2076 provides for the formation of a committee under the chairmanship of the Minister of Social Development (currently Sports and Social Welfare). It is mentioned that in order to get the service facility as an officer of the 11th level, the vice-president will be a person from the Dalit community who has passed the graduation level and gained fame in studies, teaching and research work in upliftment, development and Dalit-related work. 

There is a provision in the Act that there will be four members, including two women, from among those who have made a special contribution to the upliftment and development of the Dalit community, a member of the Niti Aayog who looks after social development, the secretary of the Ministry of Economic Affairs and Planning, the law secretary of the office of the Chief Minister and the Council of Ministers, and the deputy secretary of the Ministry of Social Welfare as a member secretary. According to the Act, officials will be appointed by the Council of Ministers on the recommendation of the Minister of Sports and Social Welfare.

Ministry of Social Welfare is part of UML while the Chief Minister belongs to Janamat Party. Apart from these two parties, Congress and LOSPA are also vying for office bearers. Sports and Social Welfare Minister Pramod Kumar Jaiswal informed that it was recommended to appoint officials two months ago, but the decision is yet to be taken by the Council of Ministers. We have recommended two people for the position of vice president. It is easy to appoint one person," he said. "There was a delay in appointing officials due to budget problems, now there is no budget problem." Chief Minister Satish Kumar Singh says it may take another month to appoint officials. There is no problem of share. Now we have focused on the drought-affected areas, then we will do that gradually," he said.
