It has been a decade since the implementation of federalism in Nepal, but local people's representatives have complained that the control of Singha Durbar has not yet been removed.

Their complaint is that even though there are three tiers of government in the country after federalism, the central government is treating the provincial and local governments as branch offices. They said that due to this attitude of the central government, they are not able to meet the expectations of the citizens as per their expectations and because of this, the citizens are still dissatisfied.

'We have seen the situation of having to wait for years and persuasion for small projects, today the situation has changed, there is a government in each village,' said Shravan Kumar Yadav, head of Mirchaiya municipality, 'but there are many struggles and conflicts in the country. Even though this arrangement came after the sacrifice, the expectations of the citizens are huge, we have done everything possible, but it was not enough.'

He said that federalism is a boon for Nepal and once the state government and local government get enough resources and authority, the citizens will feel it properly. "Federalism is a boon for our country," he said, "but the control of the Lion Court must be removed, and the central government must be serious about giving resources and delegating authority."

They have complained that the local government has not been able to move forward due to lack of manpower. "Government keeps employees at the center but does not give us enough manpower, one person has to do the work of five to ten people," said Rampukar Sah, head of Kalyanpur Municipality, "One of the reasons for the problem at the local level is This is also true, but we have done it till now.'

Despite the limitations of resources at the local level, although there are many positive works, sometimes problems appear due to not understanding some legal and technical matters. "Many positive works have been done at the local level, but even though the intention is not bad, sometimes problems arise when the legal and technical issues are not understood during the execution of the work," said Sreedev Yadav, chief administrative officer of Kalyanpur Municipality. The opaqueness and misgovernance that has been seen forever at the center is now appearing at the local level and it is affecting the image of federalism. "Right now the issue of good governance is important in the country, cases of corruption and irregularities are heard everywhere, the same is true at the local level," said Kishori Yadav of Kalyanpur, "If we love federalism, it must be improved."
