For the coming financial year 2082/83, various municipalities of Rautahat are holding town councils with priority given to education and health. Prioritizing agriculture, tourism, drinking water and physical infrastructure, the municipalities have presented the budget for the financial year in the Municipal Assembly.
By Sunday, 8 municipalities of the district have completed their municipal councils. Those municipalities have submitted budgets with education and health as the first priority. The city chiefs have claimed that a sustainable and result-oriented budget for a prosperous city has been presented for tourism, industrial trade, poverty alleviation, water supply, roads and other development and employment for the youth.
Kanthamani Jaiswal, Mayor of Garuda Municipality informed that plans including self-reliance in agricultural production, educational reform and skill training for poverty reduction were also presented in the Municipal Assembly. "We have mainly prioritized education and health," he said, "The budget has been submitted, now the challenge is in implementation." We are a little behind in education and health. Garuda Municipality has submitted a budget of 69 crores emphasizing on education and health.
Similarly, Gadhimai Municipality also presented a sustainable and result-oriented budget for a prosperous city in the city council, including education, agriculture, health, tourism, industry and trade, poverty alleviation, drinking water, roads, development, and employment for the youth, said Mayor Shyam Yadav. This municipality has submitted a budget of 67 crores.
Ishanath municipality has presented a budget of 49 crore 64 lakh 52 thousand, Madhavnarayan 53 crore, Rajdevi 56 lakh 85 thousand and Boudhimai 44 crore in the municipal assembly. All the municipalities have given priority to education, health and development.
There are 16 municipalities and 2 rural municipalities in Rautahat. Out of them, 8 municipalities have completed the Municipal Assembly till Sunday. Nepali Congress MP Dev Prasad Timalsina expressed satisfaction that education and health were given priority in the Municipal Assembly and said that now emphasis should be placed on implementation.
There is a legal provision that all the local levels must complete the Municipal Assembly before the 10th of June every year for the planning of the current financial year . There is a constitutional provision that the local level should bring the budget for the current fiscal year 2082/83 through the Municipal Assembly.
After the meeting, the presented budget must be passed by the majority of members by the end of June. If the meeting is not completed, the Fund and Accounts Control Office cannot release the budget, which will affect development and construction work. The employees don't even get salary .
The meeting of the Revenue Consultative Committee should be held and discussed before the Municipal Assembly, then the policies and programs should be passed according to the decision of the Program Formulation Committee .
