Janata Awas Program: Decade-old budget is a challenge to meet the target

The goal of the program has not been met due to lack of budget increase for building construction of public housing program. When this program started in 2073/074, the construction budget per house was 3 lakh 50 thousand rupees. Although the price of construction materials has doubled, the budget for house construction has not increased.

According to Infrastructure Development Office Birgunj, in the first year of the program, 850 houses have been built out of the target of building 1000 houses in Parsa in the first year 2073/074. In 2075/076, 188 housing units have been completed out of the target of 200 housing units. In the current year, only 398 houses have been built out of the target of 681 houses.

The engineer of the office, Roshan Shah, says that only 65 percent of the remaining housing has been completed so far. 

The year Janata Awas program was started, this program was launched as a program under the federal government. As the country went to federalism, this program came under the provincial government from 2075/076. This program, which was under the Urban Development Office after coming under the provincial government, has now come under the Infrastructure Development Office after the Urban Development Office was merged with the Infrastructure Development Office last year.

program must donate labor equal to 10 percent of the amount. If Karkatti is done, the house owner will get 3 lakh 26 thousand rupees for housing construction . This budget is for the year when the program started . Even though the price of construction materials has doubled now, the budget of the program is the same as 1 decade ago .

Engineer Shah says that it is not possible to build a single house in the decade-old Darrat. While selecting the beneficiaries under the program, priority is given to the beneficiaries of Dalit, extremely marginalized and endangered castes . The beneficiary has to construct a two-storied earthquake-proof house with toilet. If the construction material needs to be changed or additional investment has to be made, the beneficiary has to bear it.
