The first meeting of the fifth session of the Madhesh State Assembly has been adjourned without even sitting for 1 minute. Alleging irregularities in the sale of schemes and the budget expenditure of various ministries, the opposition parties took the stand of not allowing the meeting to proceed until a parliamentary inquiry committee is formed, and Speaker Ramchandra Mandal adjourned the meeting of the state assembly held on Wednesday.

As soon as the meeting started, MPs from the opposition Janata Samajwadi Party Nepal (JSP) stood up and protested. Jaspa chief whip Ramashish Yadav requested the Speaker to stop the meeting until a parliamentary inquiry committee is formed. Agreeing to his demand, the Speaker Mandal announced the adjournment of the meeting of the Provincial Assembly less than 1 minute after it started. 

'In the last 22nd meeting of the fourth session, a proposal was passed to form a parliamentary inquiry committee to investigate the government's disturbances and financial discipline violations,' Jaspa chief whip Yadav said. However, even after 1 month and 24 days have passed since the ruling party did not provide a name, the parliamentary inquiry committee has not been formed.

Leaders of the opposition parties are saying that the ruling party's failure to provide the name is contempt of the parliament for failing the proposal to form a parliamentary inquiry committee passed in the state assembly meeting. A 3-hour discussion was held in the Speaker's office before the meeting of the Provincial Assembly for the formation of the Parliamentary Inquiry Committee.

We discussed this topic for about 3 hours. But we could not come to a conclusion," said the Speaker Mandal, "We will hold formal and informal meetings again to reach an agreement on the matter of the formation of the Parliamentary Inquiry Committee. Now the state assembly meeting has been postponed to be held on Thursday at 1 o'clock.'
