An office assistant has not been able to attend for a year and a half after refusing to work in the principal's farm. Salaries and allowances have been stopped.

 

The office assistant Radheshyam Paswan working at Janata Basic School Belhi located in Balan Bihul Rural Municipality-4 of Saptari was 'taken action'. Paswan got a temporary appointment as an office assistant 23 years ago . Paswan says that he was stopped from appearing after he did not go to work in the field of Pvt. Baleshwar Yadav, who was transferred last time.

"The principal asked me to go with his wife and spread 50 kg of manure in the field, but I didn't agree," Paswan said, "He did not allow me to appear from the second day, later I went to the rural municipality and pleaded for him to appear, but there he handed over the job transfer letter." 

According to the letter dated 26th November 2080, Paswan has been transferred to Salhesh Dalit National Basic School Belhi located in the same ward. However, he was not allowed to appear as there was already an office assistant. "I have been running the village for one and a half years, I have been stuck because I am not allowed to appear anywhere," he said.

2059 Paswan, who was appointed temporarily on 5th of Baisakh, has not even received salary and allowances for one and a half years . He said that he received a salary of 20 thousand 536 rupees last time in August 2080. "For the first three years, I did not get a salary while working in the school, later I continued working for a long time even with a salary of only 100 rupees, but now it is sad when the job is stalled," he said. No one paid attention to the suffering of Dalit poor.' 

Prof. Yadav claims that Paswan was punished for not fulfilling his official duties. However, Dinesh Mandal, head of the education branch of the rural municipality, said that Prof. Yadav's bullying was evident. "When Paswan was not allowed to attend, the job was transferred to solve the dispute immediately," he said, "while there was only one office assistant, I tried hard to stop him but I could not". However, the rural municipality has not made a standard regarding the job transfer of school teachers and staff.  On the occasion of

, Chief Administrative Officer Sakaldev Mandal says that even though there is only one office assistant, it is impractical to transfer the job . "Not being able to appear even at the place where the job has been transferred has gone wrong," he said, "It has only been three months since I got the opportunity." I will move forward after discussing with the education branch and public representatives.'

Village Chairman Khemchandra Yadav said that he is trying to get Paswas to attend another school. "It has come to my knowledge that Paswan was barred from attending because he did not obey what he was told," he said, "There is no office assistant in National Primary School Belhi, we are trying to keep him there, but we have not been able to make him appear because of the lack of atmosphere."
