Sah, who is a permanent teacher of Tulsiram Satyabhama Dotel Secondary School located in Dhangadhimai Municipality-11, was appointed by the campus management committee as the principal for three years on 23rd January 2071. However, even though the contract period is over, he is still the head of the campus.

The University Grants Commission awards annual grants to community campuses based on student numbers. A full-time head is required for that. However, due to lack of a full-time head in this campus, the commission was constantly reducing the grant amount. The Commission had prepared to cut the subsidy this year.

It has been revealed that a letter has been sent to the commission by secretly setting up a fake head from this campus, which is in dispute due to extreme financial irregularities, after the subsidy will be cut due to the mandatory rule that a full-time head is mandatory. In the letter found by Kantipur from a source, it is mentioned that 'Manoj Kumar Sah has been appointed as full-time chief for four years with effect from 24th November 2081'.

Grants Commission Senior Assistant Sivachandra Patel also confirmed that a letter has been received from the campus appointing a new chief. He said that the letter of the campus was received by the Commission on 12th Chait 2081. Manoj Sah, who has been appointed as the head, is an English teacher of this campus. However, he himself does not know that he has been appointed chief.

He said that he did not know anything about this matter and even now the head of the campus is Kishore Sah. "I don't know anything formally or informally," he said, "The campus head is still Kishore Shah."

In this way, the involvement of the chief Sah to the board of directors is seen in the work of setting up a fake full-time chief to kill the grant money. Suryaman Tamang, chairman of the board of directors, also admitted that Manoj Sah was appointed chief for the subsidy.

'The head of the campus is Kishore Sah, but Manoj has been appointed as the head to arrange the technical matters for the grant,' he said, 'I corrected him when Kishore said that he should be appointed and sent by name. I don't know whether it will be legal or not.'

When trying to get a response from the chief bravely on this matter, he said that he would not say anything on the phone. "I don't know what's going on now," he said, "I can't say anything on the phone, let's talk when we meet."

Manoj Kumar Singh, a member of the campus management committee who is also a member of the Madhes state assembly, said that he was not aware of the appointment of a new head. "For this, a meeting of the committee should be held, but no meeting has been held," he said. I understand.'
