Even though Madhesh Chief Minister Satish Kumar Singh closed unregistered and non-compliant hospitals, he has now brought them back into operation. Chief Minister Singh closed the hospitals of Chandrapur Municipality on February 17 after finding that 10 were operating without registration.

A week after Chief Minister Singh closed the hospital, the Chandrapur municipality had given a temporary license for 35 days to operate the health facility according to Section 53 of the Health Operation Standards 2077. After that, Chandrapur City Hospital, Highway Trauma Center, Civil Hospital, Sims Hospital, Chandrapur Community Hospital, Orthopedic Hospitals which were closed by the Chief Minister came into operation.

After getting information about this, Chief Minister Singh has objected saying that the municipality has issued a temporary registration letter on the basis that it is not happening. Chief Minister Singh said that the municipality has given temporary permits to the hospitals that were closed in Chandranigahpur with the clause of renewal and cancellation of blood transfusion centers.

'By playing with people's health, unregistered hospitals have been allowed to operate with illegal provisions. That is never good,' he said, 'it should all be closed . If the municipality has completed the process, it should be registered.

The Chief Minister's office issued a notification on Chaitra 4 and objected to the provision of a temporary permit against the rules. The Chandrapur municipality canceled the temporary permit the next day. Even after that, it has been found that the hospital is operating .

Rajesh Thakur, health coordinator of Chandrapur Municipality, said that Sims and Civil Hospital have submitted documents for registration that they have completed the process. Now all 10 unregistered hospitals are operational. Although they have received the letter from the municipality, they have sealed it and opened it. The owners have been saying that they have opened the hospital because they have given all the documents to the municipality for registration.  

20 hospitals in Chandrapur and Garuda municipalities were closed by Chief Minister Singh for not meeting the standards including emergency, ICU, pharmacy, doctor's room and high fees.

Chief Minister Singh said that most of the hospitals in Chandranigahpur and Garuda were operating without registration and ICU, emergency rooms were found to be against the standards. Arun City Hospital, Anamika Hospital, Garuda Hospital, Roma Hospital, Hope Hospital, Sun City Hospital, Saraswati Hospital, Anand Hospital in Garuda were closed by Chief Minister Singh after they were found against the standards during monitoring.

It is mentioned in the hospital standards that it should be free from dust, smoke, noise, water and land pollution. Similarly, there should be appropriate security arrangements in the area and premises of the hospital. Adequate provision of vehicle parking has been made as a standard. But most of the hospitals here have not fulfilled this standard.
