After Infrastructure Development Office Mahottari sent the letter of formation of consumer committee for road construction through the contractor, financial transactions are suspected.
Office chief Rajesh Lal Karna has sent the letter to be sent directly to the rural municipality office through construction businessman Dular Yadav.
Madhesh Province Ministry of Physical Infrastructure Development allocated 45 lakh budget for the construction of road from Ramswaroop Yadav's house to Sikinder Sah's pond in Samsi rural municipality-1.
It has been alleged that Yadav, a construction businessman, first reached the municipality and took the initiative to form a consumer committee by keeping his people. Even in the letter sent by the municipality to the ward, the builder himself has mentioned 'Ward Office No. 1' in the letter prepared in the name of the municipality. 
Chief Karna said that the letter was written by hand after he missed writing the ward office. He claimed that there was no transaction due to the sending of letters through builders for the implementation of the plan.
Sources say that the letter to be sent from the Infrastructure Development Office to the Ward Office has also been distributed by the Ministry of Physical Infrastructure. According to the head of
, Karna, 150 out of 436 plans have been contracted through the Infrastructure Development Office. In the non-tender plan, the construction business has been entrusted with the operation of the work that should be done through the consumer committee by taking 10 to 20 percent of the total budget.
Ward presidents and former mayors submitted a memorandum to Chief District Officer Lalbabu Kawadi and accused the Madhesh state government of selling the scheme through middlemen. They have also warned that the infrastructure development office will be locked.
17 ward presidents from Samsi rural municipality, Aurhi municipality, Ramgopalpur municipality, Sonma rural municipality and Manrasiswa municipality have submitted a joint memorandum warning of the lockdown.
