The way to build a new building with 350 beds in Narayani sub-regional hospital in Birganj has been opened. After the Supreme Court decided on the petition related to the construction of the hospital, the way to construct the building was opened. Udayanarayan Singh said.
The decision made by the joint bench of judges Hari Phuyal and Sunil Pokhre on Monday opened the way for a new contract for the construction of the hospital.
The government had announced 500 beds for Narayani Hospital in 2074. Since there are already 150 beds in the hospital, a budget allocation of 1 billion 55 million 53 lakh 84 thousand 75 rupees was also made on 18 Chait 2075 for the construction of a new building with 350 beds. After the Urban Development and Building Construction Department awarded the contract for the construction of the building, the sole bid was awarded to Bangladesh's NDE/Valley Construction Pvt Ltd/National Development Engineering Pulchowk Lalitpur on 2nd June 2076.
According to the public procurement regulations, the department decided that the bidder was unsuccessful because only domestic bidders should compete. After that, the dispute between the department and the contractor company reached the court. The Birgunj Temporary Bench of the High Court Janakpur had issued an order in the name of the Urban Development and Building Construction Department to proceed with another bidding process, including the petition filed in the beginning of 2076 Mansir 8.
After that, the department called for another bid on February 1, 2076. But even in the second call for bids, the first construction company submitted a document with a different name in the bank voucher, and the bid department canceled it again. After that, the construction companies filed a motivated injunction case against the department in the Supreme Court. In the same case, the Supreme Court ruled on Monday that the claim of the petitioner construction companies was not sufficient. Coordinator of Hospital Building Struggle Committee, Dr. Niraj Singh said that after a long wait, after this dispute was settled by the court, now the way to construct the building is opened by inviting a new tender.
Narayani Hospital, which is the oldest hospital in Mofsal after Veer Hospital, is suffering from patients and health workers due to dilapidated buildings. This hospital has been serving patients from Parsa to Sarlahi and bordering India. The health workers of the hospital and the civil society had been holding a pressure demonstration for weeks to solve the case. Engineer Prakash Tharu now says that the technical work should be completed as soon as possible without spending time for the construction of the new building of the hospital. "Due to the conflict between the construction companies and the department, the hospital had to wait for 5 years to get a new building," he said.
