There is a legal provision that government vehicles cannot be used for work other than office purposes. However, extreme misuse of government vehicles has not been stopped in the district.
It has become common for government employees and people's representatives to take government vehicles for private purposes within the district, even in the Indian market of neighboring countries, they have started to visit government vehicles for home shopping.
On January 15, a four-wheeler government vehicle with state number plate 2-02-001 Jh 168 was seen at Bharatiya Bazar Jayanagar . This vehicle belongs to Siraha's Navrajpur Rural Municipality.
Village Chairman Shivudgar Yadav and Chief Administrative Officer Saroj Kumar Singh used to ride this vehicle. Both the chairman and the chief administrative officer tried to get away when trying to understand why the government vehicle reached the Indian market.
Jitendra Nayak, the information officer of the rural municipality, says that he does not know what the vehicle went to Jayanagar for. "According to the law, you can't go to another country with a government vehicle," he said, "I didn't know why and who took the vehicle that day." This vehicle belongs to Division Forest Office, Saptari. Subhash Chandra Das, DFO of Saptari, rides in this vehicle .
DFO Das admits that he himself went to Jayanagar that day . Why did you go to another country with a government vehicle? In response to the question, he also requested not to make this issue too big. He said, 'How many of you note such small things? Don't write it down, understand it.'
These two incidents are just examples. There is no such day, when the government employees and public representatives of the border districts of Sirha, Saptari, Dhanusha and other districts do not reach the Indian market Jayanagar with government vehicles.
According to Dhamendra Jaiswal of Jayanagar, who owns a grocery store at the main gate of Jayanagar market, more than 15 four-wheeled government vehicles are going around Jayanagar every day. Apart from this, he says that the motorcycle is not even counted.
'At least 15 four-wheeled government vehicles come here in a day, they don't get there during festivals,' he said to Kantipur, 'There is no count of government motorcycles, they come and go.' Aravind Yadav of Siraha says that government vehicles are being misused because they can get their work done at the state's expense. This trend is very scary. While the people are not getting even basic facilities, the employees and public representatives are misusing the public's taxes by using government vehicles like private ones,' he said.
There is no stop at the border
Before entering India, there are security personnel at various places in the border area . However, they cannot stop government vehicles. Even if they try to stop it, the security personnel on duty say that there is a 'big person' in such a vehicle, but they cannot do anything.
'Sometimes we try to stop such vehicles, but there are big men in such vehicles,' said a security guard stationed at the Madar border crossing in Siraha, asking not to be named, 'When they stop the vehicle, they shake us and ask the chief to leave.' "Until now, such matters have not come to my knowledge," he said to Kantipur, "I will understand when it arrives." "This is a work against the law," he said, "the concerned office and person should be more responsible."
