Passed a resolution to work as a consumer committee in Madhesh

The government of Madhesh state has reversed its own decision to conduct development construction through open competition (contract) in the current financial year and has opened the way to work through the consumer committee. Sunday's meeting of the Provincial Assembly has passed the resolution proposed by the ruling LSP state MP Rupakumari Yadav regarding the amendment of the budget to work from the consumer committee.

In favor of the proposal were ruling coalition parties Congress, UML, Janmaat and LOSPA and opposition party RPP, while in opposition were Maoists, Jaspa Nepal and United Samajwadi Party. When Speaker Ramchandra Mandal split the vote on the resolution, 43 votes were in favor and 16 were against. 59 MPs were present in the state assembly meeting on Sunday.  In the

proposal, it is said that work above 50 lakh rupees will be done through compulsory contract process and in case of others it will be done according to Public Procurement Act of Nepal. It is mentioned that the work and funds allocated by the provincial government by integrating the development plans will be shared. In the current fiscal year, the Madhesh government has covered about 5,000 schemes.

After Janmat Party's Satish Kumar Singh became the Chief Minister on May 25, the budget brought by the Madhesh government contained a provision that the consumer committee would not work. In the budget, it is mentioned that the development and construction carried out by the agencies under the state government in the current financial year will be done through open competition. As the state assembly has passed the resolution resolution, the item included in the budget will now be amended. 

Janmaat Party, which is leading the government, was in the position of spending the budget from the contract. However, after being pressured by the ruling coalition party Congress, UML and LOSPA, they are ready to spend the budget through the consumer committee by bringing a resolution. The Madhesh government has spent only 4 percent of the budget in the current year. The State Treasury and Controller of Accounts Office said that the provincial government, which has a budget of 43.89 billion rupees, has spent only 11.7 million rupees on capital and 6.56 billion rupees on current affairs.  In the discussion of the

proposal, the parliamentarians of the ruling coalition claimed that the work done through the contract process would not be of good quality and that working through the consumer committee would give access and representation to the people. Congress MP Kuvarkant Jha, Harinarayan Mahato of UML, Sanjay Kumar Yadav of Janmat, Kanchan Biccha of RPP and MP Upendra Mahato of LOSPA said that the resolution has paved the way for the state government to build development. 

Maoist MP Bharat Prasad Sah said that the resolution has divided the state assembly. "According to the agreement between the parties, the budget included a provision to work through contracts," said Shah, "the government should not back down from that proposal." When he was the finance minister, Shah brought a provision to work through contracts in the budget. I am not against consumer committee. However, we oppose the resolution proposal as the budget has been brought in agreement, he said. 

JSP Nepal MP Anirudh Prasad Singh said that his party is against the resolution proposal because they have to see the work through the contract process this year. JSP MP Ram Ashish Yadav said that the state government is trying to mislead the Madhesi people. This resolution is not a proposal. It is just an attempt to hide the weakness of the government," MP Yadav said, "why the government did not work for 7 months. Who stopped the work through tender?

Minister of Physical Infrastructure and Development Saroj Kumar Yadav said that the government is ready to work through the consumer committee as the work done through the contract process is stopped in the middle, gets confused and the speed of work slows down. "The contract for one constituency, one road scheme will be awarded from this week," Minister Yadav said, "The plan for one constituency, one bridge is being selected. That too will soon go into the contract process.'
