Due to lack of hostels, poor and poor students are deprived of studies
The construction of the dormitory building of Juddha Mavi located in Gaur municipality-2 has been stalled for 19 years. The dormitory building under construction with the help of the Indian embassy has not been completed and has become dilapidated. The number of students is decreasing since there is no dormitory building. Juddha Mavi is an old school in the district which was established during the Rana period. As the number of students increased and they started coming from rural areas looking for hostels, Dutabas provided financial support to build a hostel on the initiative of the locals. But teachers, students and parents are disappointed because the construction is not completed for a long time.
When the contract has been cancelled, there is confusion about who will build the building. Gorkha, Sky and Canizio Construction JV of Kathmandu jointly took the contract for the dormitory building which is being built with the assistance of 1 crore 98 lakh 80 thousand from the embassy. The contract for the building was signed on 14th of Push 062.
The work was started in the same year and the time was set to be completed and handed over by 13th June 2016. The building has been standing idle for 19 years after the contractor halted the construction work in the middle of making various excuses such as price increase, Madhesh movement, donations of underground groups and terror. In the meantime, the school administration contacted the contractor company several times.
Prabhash Kumar Thakur, the headmaster of the school, said that after they did not come in contact, the hope of building the building died. There is no guarantee that the building will be built now. It is necessary to take an initiative to build an isolated building,' he said, 'The dream of a poor Jehendar student studying in a hostel has become unfulfilled.' Although the committee repeatedly urged the contractor to complete the construction, after the contractor failed, on 5 February 2069, the then Jivis recommended to the Public Procurement Monitoring Office to terminate the contract and blacklist it with damages. Gaur municipality has informed that the contract was canceled in 2070 after the contractor did not come in contact with the demand for price adjustment.
A few days ago, there was a discussion about the completion of the building between the Mayor Shambhu Sah and the Counselor of the Consulate General of India Birganj Devi Sarai Meena. Now the municipality has allocated a budget of 5 million. How much work can be done with this,' said Mayor Sah, 'we have planned to complete it as much as possible. We will work as long as the budget allows.' Although the embassy intends to help, it is not satisfied with the work of the contractor.
The municipality has informed that all the contract documents have been obtained from the District Coordination Committee. The Consulate General Office had been corresponding with the coordination committee and the contractor several times regarding the completion of the construction. The embassy has also given 70 lakh advance for the construction of the building. The contractor has to build a 3-storey building with 51 rooms, leaving the first floor unfinished.
The contractor had to construct the canteen building and the compound wall as well. If the building was built, more than 100 students would have accommodation. Only 35 percent of the building has been completed so far. The rod placed by the contractor at the construction site has become unusable due to rust and hundreds of sacks of cement have rotted.
After the cancellation of the contract, there is no representative of the contractor at the construction site. After the new building was said to be built, the dilapidated building was demolished at that time. Bricks and other materials brought to build the building have started rotting. Weeds are growing in the windows of dilapidated buildings. A local young man said that inside the building, there is an arena for drug users.
