The work of Greater Janakpur Area Development Council has come to a standstill when a dispute broke out between the chairman and the staff. The employees have demanded the dissolution of the council saying that the president Sheetal Sah is not able to work according to the purpose. Chairman Shah has claimed that the council has become a hostage due to the non-cooperation of the employees.
Chairman Shah alleged that the employees have been indulging in irregularities since the past and did not cooperate with him when they inquired about the irregular work done by them . However, the employees claim that the president is doing politics outside the jurisdiction of the council.
The council has become dysfunctional due to lack of work ethic among staff, discord between the chairman and staff, and a lack of executive direction. The budget of the council, which mobilizes an annual budget of 3 million rupees, is more than 130 million rupees.
Sah asked the then executive director Balram Thakur for an explanation soon after he was appointed as the chairman of the council. After Thakur filed a case saying that instead of answering, the court ordered to stop the action. On 14th October 076, Zendil Sherpa of Bigu-7 of Dolakha donated Ba13ch 2037 to ZIP Parishad. According to
president Sah, the then executive director Thakur renamed the jeep in the name of his wife Indulekha Thakur and later transferred it to the name of the contract driver . "The jeep donated to the council on 5th July 2007 was named after the driver of the council, Dhaniram Mandal," President Sah said, "Rs. 45 lakh has been taken from the council for rent, maintenance and fuel on various dates as the same jeep was used. Based on this evidence, I asked Thakur for an explanation.'
A complaint was filed against Thakur, the then executive director of the council, on the charge of embezzling 30 lakh rupees by buying government seals and signatures at District Police Office Dhanusha on August 4, 2081 . The court had issued an arrest warrant against him on October 13. Then Thakur is absconding .
Since asking executive director Thakur for an explanation, the relationship between President Shah and the staff has deteriorated. "After being appointed as the chairman, I am in a good mood to move the council forward," said Chairman Shah, "The staff has been uncooperative from the beginning." I also started looking for irregularities they had done in the past . I have gathered a lot of evidence. Bullies have no place in the council.'
080 On 2nd October, the employees of the Council submitted a memorandum to the Government of Nepal demanding 11 points to remove Chairman Shah from the post. The employees submitted a memorandum saying that Sah has damaged the council since becoming the chairman, tried to create an arena of irregularities and put unnecessary pressure on the employees.
In the memorandum, President Sah also blocked the service-facilities including salary-allowances and also barred him from entering the office. Chairman Sah had accused that a group of employees tried to attack him when he came to the office after holding a press conference.
"I am working without taking any service from the council," Shah said, "I have come to do better." Making baseless accusations, obstructing office visits and even attacking homes.' Greater Janakpur by bringing an Act in 2055 to develop the social, economic and cultural infrastructure of Greater Janakpur area in a planned manner as a place of pilgrimage and tourism.
