After the Chief Minister of Madhesh Province, Satish Kumar Singh, prepared to introduce an ordinance on the promotion of employees working at the local level after bypassing the Parliament, dissatisfaction has been brewing within the ruling coalition.

Dissatisfaction within the ruling coalition increased when the Chief Minister tried to issue an ordinance without reaching an agreement with the parties.

The leaders of the alliance have submitted a reminder to Chief Minister Singh on Wednesday to immediately convene a state assembly meeting to stop the ordinance. CPN-UML Parliamentary Party Leader Saroj Yadav, Nepali Congress Parliamentary Party Leader Krishna Prasad Yadav and LOSPA MP Rupa Yadav signed a memorandum submitted to the Chief Minister demanding to convene the Provincial Assembly meeting. The leader of the Nepali Congress parliamentary party asked the chief minister to call the parliament to stop the ordinance. Yadav said.

The meeting of the leaders of the three parties is being held on Thursday at 3 o'clock in the afternoon to make a common opinion about the ordinance. While trying to send the ordinance to the office of the provincial head after obtaining the consent of the ministry and public services, the Satagathbandhan Nepali Congress, CPN UML and LOSPA submitted a reminder to the Chief Minister on Wednesday to call a meeting of the provincial assembly to stop the ordinance.  Madhesh Province Chief Minister and Council of Ministers Office has taken the approval of the ordinance from the Ministry of Finance, Ministry of Home Affairs, Communications and Law and Madhesh Province Public Service Commission. Rajan Nepal, Legal Secretary of the Office of the Chief Minister and Council of Ministers said that the draft of the ordinance has been prepared by the office and the approval process has been moved forward. Chief Minister Singh said that the local levels had published notices for the growth and development of the employees, but due to errors in the Act, preparations were being made to introduce an ordinance on 'fast track'.

'Since there is a long process to bring the law, various accusations have been made when the ordinance is brought with the agreement of the parties,' Chief Minister Singh said, '2/4 groups are coming every day to add their interests to the ordinance. A group of employees tries to add the point that they become senior, while some group tries to influence the demand of one side in the ordinance. We do not bring an ordinance for any limited interest.'

Act-2081 made by the Madhesh province government to regulate the formation, operation and conditions of service of local services was certified by the head of the province on August 7. If there is an urgent need to do something other than when the state assembly is in session, there is a provision that the head of the state will issue an ordinance on the recommendation of the state council of ministers. The third session of the second term of the Madhesh State Assembly lasted until October 4. Chief Minister Singh said that the fourth session of the state assembly has been delayed due to the ongoing festival in Madhesh.
