When the chief administrative officer is transferred from the local level, the trend of cheating is increasing. The local people's representatives say that they do not want to leave the municipality when the officials who can make 'setting' for illegal earnings from development work, commissions and service facilities for the operation of the municipality while staying at the same local level are transferred.

Stakeholders claim that the administrative officer does not want to be transferred from the local level due to the relationship with the suppliers who give/take commission and buy. Officers who have been at the same local level for a long time have formed a network to collect commissions and have started to commit corruption by understanding the weakness of the people's representatives. 

Anita Kumari Yadav, deputy head of Samsi rural municipality, said that when the federal administration ministry transferred the chief administrative officer for years when there was interest, and when there was no interest, it was a problem for the people's representatives to work as expected. "The administrative officer who does not come to the office, comes to the office for 2/3 days a month for 1/2 hour, and complains to the people's representative, even after being transferred, he has increased the conflict when he comes back to the village," she said. 

Many officials want to go to the same municipality and some do not want to go to the local level.

Administrative Officer Subodh Thakur, who was transferred two weeks ago in Gaushala Municipality of Mahottari, has been transferred to three local levels in the last 5 months. He was transferred to Hanspur in Dhanusha in June and the people's representatives did not allow him to appear. After staying in Hanspur for a long time, the people's representative did not bother him. Two months after he was transferred from Hanspur, when Thakur came to appear again, the people's representative obstructed him. 

Thakur was transferred to Kamala municipality in Dhanush on July 29 after not being allowed to appear in Hanspur. Visheshwar Yadav, the head of Kamala Municipality, said that the people's representative did not allow him to appear in Kamala as he was accused of widespread irregularities by staying there. Yadav said that Thakur was not allowed to appear when he was transferred for the second time because he created a dispute among the people's representatives while he was in the municipality, secretly bought various materials from the city budget and collected commission and increased the dispute rather than coordination in the municipality.

After failing to appear in Kamala Municipality, the employees of the Federal Administration Ministry are said to have arranged a transfer to Gaushala Municipality of Thakur Mahottari by financial temptation. When we contacted him about this, we could not get in touch . 

The chief administrative officer Ganesh Chandra Mishra, who was transferred from Samsi Rural Municipality of Mahottari, is also rushing to the Shakti Kendra to return to the rural municipality. A public representative said that despite being transferred many times, he has been living in Samsi Rural Municipality after bringing the 'Stay Order' of the Supreme Court.

After Manoj Kumar Sah was transferred to the administrative officer of the rural municipality and took charge from last Sunday, he said that Mishra is doing financial tricks to stay in Samsi. 

Mishra, who came as the chief administrative officer in Samsi Rural Municipality on November 23, 2078, has been transferred three times. However, Mishra is living in Samsi by financially luring the employees of the court and federal administration ministry, the representative claims.

After being transferred for the first time within three months, the then village chairman Sesha Farooq and the administrative officer Mishra jointly filed a case of deportation in the Supreme Court saying that the functioning of the village hall would be disrupted. Then Mishra returned to the responsibility of Chief Administrative Officer. The then village president Shesha Farooq, who registered the case, has died. However, Mishra does not want to go elsewhere even if he is transferred showing the then order . When contacted about this, he did not want to be contacted.

After officer Mishra did not come to the rural municipality for 2 months without any information, Yadav, the deputy head of Samsi rural municipality, wrote a complaint in Mishra's attendance book and requested the ministry to bring another chief administrative officer. Since Mishra did not come in contact since 21st July 2008, the Ministry of Federal Administration sent Manoj Kumar Sah as the Chief Administrative Officer to Samsi Rural Municipality. Deputy Chief Yadav said that after Sah took charge, Mishra is running the court and the ministry to return to Samsi.

When he was an administrative officer in Samsi, Mishra was working in the office at home in Janakpur. Mishra, who did not go to the office, was attending by keeping the attendance book of the municipality at home. Employees of the rural municipality say that Mishra takes commissions from plans for agriculture, health, physical preservation and public awareness programs, saying that he can make decisions in the courts, ministries and abuse of authority investigation commission as he wants.
