The situation in the prison has returned to normal after the formation of an investigation committee to take action against those responsible for the beating and mistreatment of prisoners inside Kapilvastu Prison. A four-member committee was formed on Tuesday under the coordination of Assistant Chief District Officer Bhavishwar Ghimire. Coordinator Ghimire said that the committee has started working to submit its report as soon as possible.
Block No. 2 of the prison, which became turbulent from 2 pm on Monday, became calm from Tuesday afternoon after 24 hours. Jailer Man Bahadur Shahi said that the prisoners opened the main door of Block No. 2 of the prison immediately after the formation of the investigation committee. A team of security officers including the Chairman of the District Security Committee and Pradya Janardan Gautam reached the prison and formed an investigation committee to take action against the culprits of the incident.
Prisoner Narayan Wali's group has complained that the watchman's team is serving substandard food, beating new prisoners, charging fees from new prisoners, and charging exorbitant fees for talking on telephone and mobile phones. Similarly, they have submitted 18 written complaints, including threats inside the prison and charging fees for recommending parole. Coordinator Ghimire said that an investigation will be launched based on those complaints.
The dispute was escalating after a group including watchman Damodar Tharu and main guard Kair Singh Khatri of block number two of the prison severely beat up prisoners Mohammad Hanif Musalman, Sujan BK, Niraj Karki, and Habibur Rahman on Saturday. Immediately after that, a dispute had started between the groups of prisoners in block number two since Sunday.
Despite the demand for action against the culprits, the insecurity among other inmates increased due to the prison administration's neglect, so they were forced to take control of 4 people and keep them inside the prison from 2 pm on Monday, said Narayan Wali, an inmate of Block No. 2. He had kept the main leader of Block No. 2, Care Singh Khatri, and the second leaders, Vijay Khatri, Arjun Tharu and Niyaz Dhuniya, hostage inside. Deputy leader Vijay Khatri is undergoing treatment at the district hospital in Taulihawa, the district headquarters, due to an injury to his leg.
After the agitating prisoners said that they would talk to the administration only after presenting their demands to the media, Federation of Nepal Journalists President Dilaram Bhusal and Vice President Khag Prasad Chapagain reached the prison at 9 pm on Monday. The four hostages were rescued at 9 pm in the presence of media persons and shifted to Block No. 1.
The situation is now normal and the police have increased security alert in Block No. 2, said DSP Ripendra Kumar Singh, Information Officer of the District Police Office.
