Most clinics in Palpa are operating without registration. There is a legal provision that those who provide lab, X-ray, video X-ray, and doctor services along with operating drug stores must register with the health office. But many have been refusing.

Tuk Prasad Pokharel, acting chief of the Palpa Health Office, said that despite repeated warnings to drug store operators to register clinics since last Shrawan, they have been refusing.

When operating additional services other than drug stores, clinics must be registered by paying 10,000 rupees per service. There is a provision for those who have registered clinics in this way to renew them by paying 10 percent service fee every year. The health office has stated that more than 20 clinics are operating in Tansen Municipality, Rampur Municipality, Mathagadhi, Rambha, Rainadevi and Chhahara Rural Municipality of the district.

The health office has warned that it will close down clinics operating in Tansen and Rampur municipalities if they are not registered by mid-Ashar. According to program officer Bishwanath Neupane, only seven clinics, six in Tansen municipality and one in Rainadevi Chhahara rural municipality, have registered with the health office so far.

The district monitoring team, including the District Coordination Committee, Health Office, Home Office, and other districts, has recently monitored various places in Rampur municipality, Rambha rural municipality, and Tansen municipality. “Despite repeated monitoring and warnings, they have not registered,” Neupane said. “That is why a strict warning has been issued recently. If they are not registered by mid-Ashar, instructions have been given to close down.”

According to him, most of the clinics were found to be operating without registering with the Health Office. Since they have been delaying for a year, they have been warned that legal action will be taken if they do not register by the end of Asar, said Tankanath Khanal, head of the District Coordination Committee.

Although there was a provision to register at the Public Health Office until 2074 BS, it was made necessary to register at the Lumbini Province Directorate. The local government has not done the registration process in the past and the Directorate has had problems with monitoring, and since last year, the Health Office has been authorized. The local level can register hospitals with up to 15 beds.
