The district's Suddhodhan and Mayadevi rural municipalities have not been able to make the budget for the upcoming fiscal year public. The Local Government Operation Act and the Intergovernmental Financial Management Act have made provisions for submitting the budget to the village/town assembly by Asad 10 for the upcoming fiscal year.

Ward Chairman of Suddhodhan-4 Naresh Yadav complained that other preparations were not made on the pretext of not having an administrative officer. ‘The problem is that the work for the village assembly has not been done as it should have been done.’ He (the chairman) is responsible for calling meetings and holding discussions,’ he said. ‘Even the basic work for the village assembly has not been done. Even the initial work for the selection of plans in the settlement has not been done.’ This municipality has been bringing the budget in Asoj for the last three years.
Similarly, Mayadevi Rural Municipality has also not been able to bring the budget, policy program and budget on time. Chairman Baliuddin Musalman is ill and due to the pressure of work at the end of the current fiscal year, he could not bring the budget, said Chief Administrative Officer Narendra Yadav. He said that the village assembly will be decided by holding an executive meeting today and the village assembly will be held next week. Village council chairman Baliuddin Musalman said that the problem is due to the lack of coordination due to unnecessary pressure from ward chairmen to prepare a budget that suits their needs rather than the integrated development of the village.
The National Natural Resources and Finance Commission Act has provided for five points for the indicator of whether the village executive and the municipal executive submit the revenue and expenditure estimates for the upcoming fiscal year to the respective village and municipal assemblies by Asad 10.
Similarly, another five points have been assigned for the indicator of whether the local assembly has passed the budget by Asad 10.
The National Natural Resources and Finance Commission has stated that the equalization grant provided by the federal government for the upcoming fiscal year will be reduced by five points to local levels that fail to submit the budget to the assembly on time. There is a provision for a reduction in the performance-based grant under the financial equalization grant that local levels that fail to submit the budget to the assembly by Asad 10.
