The first national conference of the chairmen and members of the Privilege Committee of the Bagmati, Lumbini and Sudurpaschim Provincial Assemblies has been held in Dang.
The conference organized by the Privilege Committee of the Lumbini Provincial Assembly in Deukhuri, Rapti Valley on Tuesday and Wednesday has issued a seven-point 'Lumbini Declaration-2083'.
The declaration has been issued with priority given to the issues of protection of parliamentary privileges, autonomy of the Provincial Assembly and strengthening of democratic institutions. The declaration has expressed a commitment to assimilate the sovereign principle of parliamentary privileges in accordance with national and international best practices to promote the autonomy and dignity of the Provincial Assemblies.
It has also been mentioned that all parties should be responsible for increasing the trust of the citizens in the parliamentary practice of the Federal Republic of Nepal. The conference has drawn serious attention to the issue of the privileges of the parliament and members of parliament being affected due to the executive's lack of seriousness in the direction, monitoring and vigilance of the legislature, even though a harmonious relationship between the executive and the legislature is the basis for institutionalizing democracy.
The conference has called on all parties to be sensitive to the sovereignty, integrity and nationality of Nepal and to be serious about its protection. The declaration also expresses a commitment to further expand mutual cooperation, coordination and exchange of experiences between the privilege committees.
Concluding that it is necessary to formulate laws related to privileges in the provincial assemblies, the conference has decided that the privilege committees of all provinces will take the necessary initiative and move forward with the law-making process.
The conference has also established a coordination committee to institutionalize the exchange of experiences, coordination and collaboration between the privilege committees. It has also been decided to organize a national conference as needed and the upcoming conference will be organized by the privilege committee of the Sudurpaschim Provincial Assembly.
The declaration was signed by Lumbini Provincial Assembly Privileges Committee Chairman Giridhari Lal Neupane, Sudurpaschim Provincial Assembly Privileges Committee Chairman Tulsi Devkota, and Bagmati Provincial Assembly Privileges Committee Chairman Mayadevi Sharma.
The conference was inaugurated by Lumbini Province Chief Minister Chet Narayan Acharya. Addressing the conference, Chief Minister Acharya emphasized the importance of the role of the Provincial Assembly in strengthening the federal democratic republic and emphasized the need to make coordination, accountability, and transparency between the legislature and the executive more effective.
