Banke District Court has issued nine-point instructions to stakeholders entering the office premises to control unnecessary crowds and make security arrangements dignified.
The court administration has issued a notice stating that all stakeholders entering the court from Jestha 25 must follow various nine-point instructions.
According to the new arrangement, legal practitioners will now be allowed to enter the court only by wearing the attire specified in the ‘Regulations on Professional Conduct of Legal Practitioners, 2079’. In the case of accounting practitioners, the prescribed attire and identity card have also been made mandatory as per the revised regulations. In the case of service recipients, a rule has been made that it is mandatory to bring an identity card when coming to register a complaint, reply letter or other application.
The court has stated that the witnesses of both the parties appearing for the witness statement will be allowed to enter only with their witness application form and the parties or heirs who are on the date will be allowed to enter only by showing their identity cards along with the date sheet.
The court has allowed the disabled and elderly senior citizens to bring up to one helper to help them. In addition, consuming and bringing items such as paan, gutkha and others into the court premises is completely prohibited.
People other than those in the specified categories and purposes are prohibited from entering without the permission of the court, and the security guard will allow entry only after a strict check at the main door, the court notice states.
This arrangement is expected to further strengthen the noise, crowd control and security arrangements in the court and the court premises, advocate Basant Gautam said.
The court had issued a directive through a press release stating that there has been an increase in noise, sloganeering and shouting within the court premises regarding the pending cases in the court. The Nepalgunj High Court Bar Association and the Banke District Court Bar Association had issued a joint press release protesting the directive. The press release signed by Shaktisingh Hamal, Secretary of the Nepalgunj High Court Bar Association, and Kusuma Subedi, Secretary of the Banke District Court Bar Association, has called for declaring the court area prohibited.
