In line with the government reshuffle in Lumbini Province, the Congress parliamentary party meeting held in Deukhuri on Monday has decided to reshuffle the cabinet with the government leadership 'as soon as possible'.
After a long discussion in the party meeting, the Congress reached the decision to reshuffle the government after consulting the central leadership of both the Congress and UML parties as it was now time for the Congress to lead the government as per the previous agreement with the UML. Earlier, the provincial level leaders of both the Congress and UML parties had tried to reshuffle if not with the government leadership, even if it was only the ministers. However, the crisis of reshuffling the government leadership has been averted for the time being after the UML and Congress ministers in the government have maintained that the government should not be reshuffled before the budget. However, since the word 'as soon as possible' was written in the minutes of the decision, a Congress minister said that both parties can reshuffle the government at any time by agreement. ‘That responsibility has been given to the leader of the party,’ the minister said, ‘it is almost impossible to change the leadership of the government before the budget.’
The leader of the parliamentary party in the Nepali Congress is former Chief Minister Dilli Bahadur Chaudhary. There is also an ‘almost’ consensus in the Nepali Congress parliamentary party to go into government under his leadership. However, in the Nepali Congress, along with Chaudhary, Raju Khanal of Dang, Prachanda Bikram Neupane, Bir Bahadur Rana of Palpa, Janmajya Timilsina of Bardiya, Saroj Thapa (Rose) of Pyuthan, and Nima Giri of Pyuthan are also aspirants for the post of Chief Minister. Congress provincial president Amar Singh Pun is trying to change only the ministers until the issue of who will lead the government on behalf of Congress is resolved. Congress leaders claim that the issue of reshuffling ministers before the budget is irrelevant as the Congress is trying to change the leadership of all provinces simultaneously.

UML parliamentary party deputy leader Bhoj Prasad Shrestha said that the meeting of the UML parliamentary board held on Saturday decided to request the ministers to resign.
‘We have discussed that we should move forward by reshuffling ministers while keeping the leadership intact,’ he said. ‘Accordingly, there has been a request to pave the way after the parliamentary board meeting.’ However, he said that due to the Congress’s difficulties, it has not been decided when the reshuffle will be done. ‘If it is before the budget, only the ministers will be reshuffled,’ he said. ‘If it is after the budget, there is a possibility that it will be done with the leadership.’
