The number of home deliveries in Purba Khola Rural Municipality has been zero for seven years. Despite being geographically remote, institutional deliveries have been conducted in all six wards, said Mohan Dhakal, head of the health department. According to him, institutional deliveries have been ensured every year.
He said that regular vaccinations are being provided by health institutions from 21 vaccination centers monthly, health services from 17 village clinics, and regular services from 55 female community health volunteers to ensure institutional deliveries. Palpa became the first fully vaccinated district in Nepal in 2070 by completing the process of all indicators as per the guidelines set by the government and declaring complete vaccination in all VDCs and municipalities within Palpa district in coordination with the then District Health Office, Palpa.
To ensure the sustainability of this and complete vaccination, regular vaccination house-to-house survey line listings are conducted every year in the months of Falgun and Chaitra. According to Health Branch Chief Dhakal, a sample survey has been conducted again from a different health post in the rural municipality to ensure that no missed children have been found. He said that for the continuity of this work, the entire process has been completed and all the necessary procedures have been completed for the declaration of full vaccination assurance for all wards of this rural municipality.
Purbakhola Rural Municipality has been declared full vaccination assurance by fulfilling all the criteria. He said that in order to increase the access and quality of care and services from pregnancy to delivery, to discourage home deliveries and reduce them to zero, and to institutionalize safe delivery and ensure its sustainability, Purbakhola Rural Municipality was declared the first fully institutionalized delivery in Lumbini Province to reduce maternal and newborn mortality. ‘The same continues even now,’ said Health Branch Chief Dhakal.
The number of pregnant women who have undergone four pregnancy check-ups is 133 and the number of those who have delivered is 135. The number of those who have delivered at home or on the road is zero, and the number of those who have undergone three prenatal check-ups as per the protocol is 100%. There are 4 health institutions in Purvakhola Rural Municipality that have been selected for adolescent-friendly services and have expanded their services. Jalpa, Ridnerah, Birkot, and Heklang health posts have been certified as adolescent-friendly health institutions.

Lumbini Province Health Minister Khem Bahadur Saru, District Coordination Committee Chief Tankanath Khanal, Acting Chief of Health Office Palpa Tuk Prasad Pokharel presented certificates of assurance to Rural Municipality Chairman Nun Bahadur Thapa, Vice President Bhagirathi Bhattarai, and Chief Administrative Officer Raju Nepal.
Minister Saru wished for its continuation as it was the first time in Lumbini Province that a fully institutionalized maternity service had been declared. He said that other municipalities should follow the success achieved by the Rural Municipality in health indicators. District Coordination Committee Palpa Chief Khanal urged for its continuation as Purbakhola was the first among the 10 local levels in 2076 BS.
Rural Municipality Chairman Thapa said that the municipality has increased investment in the health sector to provide health services within easy reach of the citizens. Rural Municipality Vice President Bhattarai said that adolescent-friendly services will be made more effective by ensuring the sustainability of all health institutions within the municipality. Tuk Prasad Pokharel, Chief of the Health Office, Palpa, said that the campaign to make it the first of its kind in the country has received support. Chief Administrative Officer Raju Nepal said that all health institutions have been able to ensure that services are provided to citizens easily.
