The construction of the basic hospital building in Rainadevi Chhahara Rural Municipality of Palpa has been delayed due to the negligence of the construction contractor. Only 28 percent of the work has been completed with five months remaining to complete the construction period. A contract agreement was signed with Prakash Nirman Pvt. Ltd. in Asoj 2080 to complete the work in three years.

According to Anjila Rana, head of the technical branch of Rainadevi Chhahara Rural Municipality, progress has not been achieved so far due to the delay of the construction contractor. Santosh Kumar Shrestha, site in-charge for the hospital building, said that the work was delayed due to high prices and shortage of oil. He claims that the work will be completed at the last minute. But the engineer flatly denies the construction contractor’s claim due to this situation. Yubaraj Thapa, coordinator and vice-chairman of the Rainadevi Chhahara Rural Municipality Monitoring Committee, has instructed the construction contractor to work at a fast pace. He said that the contractor has failed to comply despite repeated verbal and written instructions. ‘No one has the right to play with the health of the people,’ he said, ‘if this is the case, we will go to legal proceedings and bring the construction contractor to justice.’

Rural Municipality Chairman Rukmagat Bhattarai said that the delay in the work is a joke on the people. He said that the strategy of saving time by setting up a few pillars will no longer work. If the work does not pick up speed immediately, he said, he will recommend terminating the contract and blacklisting the construction company. ‘No one has the right to delay in the name of development,’ he said, ‘If we have to go through legal process, we will go.’ Every effort will be made to get the work done on time.’
