Padam Prasad Pandey, President of Civil Society Gulmi, said that such problems are occurring because citizens are not used to it. However, he also said that it is necessary to get used to it as it is a very good decision for the service recipients.

With the latest decision of the central government, government offices are already open at 9 am. Employees also arrive on time, but there is a shortage of service recipients.
Although there are some service recipients in the District Administration Office here, other offices are mostly deserted in the morning. Even at 9:30 am, there are zero service recipients in the Land Revenue and Survey Office here. The employees at the Survey Office are waiting for service recipients outside. However, the employees said that there is no record of service recipients arriving before 10 am.
Even when we reached the Resunga Municipality office at the district headquarters before the Land Revenue and Survey Office, no service recipients were found. Not only on Tuesday, but on previous days as well. Service recipients reach these offices, which are directly connected to service recipients, only after 10 am to receive services. On average, 15/20 service recipients come to the District Administration Office between 9-10 am. Similarly, the number of vehicles entering the district headquarters Tamghas increases around 10 am. Due to which, service recipients are unable to reach the office.
An average of 10 service recipients come to the Land Revenue Office every morning. According to office chief Surya Bahadur Somai, no service recipients have come from 9 am to 10 am. 'We have no work except for the employees coming and registering,' he said, 'Service recipients do not come in the morning due to meal times and transportation.' He said that service recipients usually come around 10:30 am.
When I reached the office from 9 am to 10 am on Tuesday, the employees were present. Except for the District Administration Office, no service recipients were found in any other office. There were also no service recipients in the Drinking Water, Agriculture and Forestry offices, which are rarely connected to service recipients. However, even after this, service recipients do not have to be directly connected to these and other district offices such as veterinary, education and irrigation infrastructure.
Civil Society Gulmi President Padam Prasad Pandey said that such a problem is occurring because citizens are not used to it. 'Service recipients coming from far away are delayed due to transportation,' he said, 'Service recipients from nearby will receive the service immediately, and those coming from far away will also receive the service as soon as they arrive.' He said that it is necessary to focus everyone's attention on implementing this more effectively so that employees do not think that service recipients have not come. He also said that it is necessary to get used to it as it is a very good decision for service recipients.
Assistant Chief District Officer Hari Prasad Gaire said that since the district administration is the one who directly connects service recipients, service recipients will continue to arrive in some quantity even before the office opens. He said that the service recipients are less present in other offices because citizens do not directly connect with them, transportation from the village arrives late, there is also a meal time, and the service recipients are not used to it. 'Our employees are ready to reach the office on time and provide services,' he said, 'Sometimes the service recipients come at 9 am, sometimes they come earlier.' The District Administration Office is also providing a service to deliver passports to their homes through the district post office.
