There has been a demand to separate Putha Uttarganga Rural Municipality in Rukum East and form a separate municipality. This issue has been discussed since the past, but this issue has come to the surface after the circular of the Ministry of Federal Affairs and General Administration.

'Based on the provisions in Sections 3, 5, 6, 7 and 8 of the Local Government Operation Act, 2074, it is necessary to systematize the work of changing the number and boundaries of rural municipalities and municipalities and wards, merging rural municipalities or municipalities with each other and reviewing the existing classification of municipalities,' the Ministry of Federal Affairs had written on Thursday. After addressing all the District Coordination Committees, local levels and stakeholders collectively and sending a letter regarding 'opinions/suggestions', there is hope that the demand to separate Putha Uttarganga Rural Municipality and form a separate new municipality will be given official status, informed Ward Chairman Tikasai Gharti, who is also the spokesperson of the municipality.

Ward No. The demand to make 7 wards, 1 to 6 and 9, a separate rural municipality has been raised since the past.

‘It seems that discussions have been going on at various stages since the previous executive council on the issue of making Putha and Uttarganga two separate municipalities. Even now, we have been raising this issue from our place from the beginning,’ says Ward Chairman Gharti, ‘After the Ministry of Federal Affairs asked for suggestions on the criteria prepared for changing and reviewing the boundaries of rural municipalities, the hope of establishing a new municipality has increased. Now we are thinking of completing the necessary process and moving forward.’

Along with the letter written by the ministry on Thursday, it has been asked to ‘email any opinions/suggestions within 3 days’, including the preliminary draft of the ‘Standards for Changing the Number and Boundaries of Rural Municipalities and Municipalities and Wards, Merging with Each Other and Reviewing the Classification of Municipalities 2083’.

After federalization, Rukum East was established as a new district after separating from the former Rukum. There are currently 3 rural municipalities in this district, including Puthauttarganga, Sisne and Bhume. Since the distance between the municipality and the ward is far and various development infrastructures like education, health and roads are not equally distributed, there has been an attempt to make Puthauttarganga rural municipality into two separate municipalities from the beginning, said the founding chairman of Ward No. 2, Satsingh Budha.

‘There was an attempt from the beginning to make Putha and Uttarganga two different municipalities. Later, these two names were merged from above and became one rural municipality,’ he said, ‘It takes a day to go to the municipality from our Pelma (Ward No. 2). It is difficult to reach even in 2 days during the rainy season. The district headquarters is even further away. Therefore, to facilitate service delivery and development, this area should be a separate rural municipality.'

In this regard, Dhruv Bik, the Chief Administrative Officer of the rural municipality, clarified that suggestions have been sought on the draft and said that the situation of the rural municipality will also be analyzed and sent. 'After the draft comes, there is an increased hope that the boundaries of the municipality and ward will be reviewed.' Therefore, we are preparing to analyze the situation of our municipality and provide necessary suggestions,' he said.
