Rainadevi Chhahara Rural Municipality in the hilly district of Palpa has started taxpayer services. The municipality has said that it has started taxpayer services by distributing permanent account numbers (PAN) and business registration certificates. Rainadevi Chhahara has also started after the Ministry of Finance took a policy to hand over the work of the taxpayer service office to the local level.

The tax service was formally inaugurated on Thursday by Rural Municipality Chairman Rukmangat Bhattarai. He said that controlling corruption and maintaining good governance through systemic reforms is the government's priority.

Suraj Bhandari received the first individual permanent PAN number from Rainadevi Chhahara Rural Municipality. Similarly, local businessman Laxman Baral has received a business registration certificate. Businessman Baral said that he is happy to have received this facility at the local level. Bhandari's response was that this step of the local government has provided great relief to small and big entrepreneurs.

With the government abolishing the Inland Revenue Office in Tansen, arrangements have been made to distribute some of the services and facilities provided by the office through the Fund and Accounts Control Office or the local level. In accordance with the same decision of the government, Rainadevi Chhahara Rural Municipality has launched tax-related services from the local level, informed the Chief Administrative Officer of the municipality, Vivek Ranpal Pariyar.

An agreement has been reached between the rural municipality and the Inland Revenue Office, Butwal regarding the launch of tax services from the municipality. According to the agreement, the municipality can issue permanent numbers (PAN) and business permanent accounting numbers (Business PAN). The agreement has been reached to recommend taxes including income tax, value-added tax and excise duty to taxpayers within its jurisdiction, provide registration certificates and licenses, amend them, and recommend work that could not be done by itself to the concerned Inland Revenue Office.

Chief Administrative Officer Ranpal Pariyar said that the municipality itself will have to manage the resources and manpower required to operate the service from the municipality. According to Hari Basyal, Chief Tax Officer of the Inland Revenue Office, Butwal, the facilities provided by the Taxpayer Service Office will now be available at the rural municipality.

With the tax administration reaching the local level, the scope of taxes will increase and the culture of paying taxes will further develop among citizens, claims Leelamani Basyal, Accounting Officer of Rainadevi Chhahara Rural Municipality.
