The flower garden of the Amar Narayan Temple complex in Narayansthan, Tansen-2, has been in disrepair for 10 years due to lack of maintenance and conservation.

The physical structures built at a cost of about 40 million rupees in the flower garden have become useless. ‘The physical structures built at a cost of millions have become dilapidated,’ said local Surya Bahadur Bohora, ‘It is as if they have not been able to move even after receiving the goods.’

According to him, the problem is that more structures have been built than necessary. He also said that the municipality has not made the locals responsible for the structures, which has not been preserved. When the temple renovation and beautification work began, the locals had complained to the municipality that the work was different from the cost estimate. This has put the historical and archaeological existence of the temple area in danger, the locals complain.

‘The work was done without any discussion with the locals and the residents of the village,’ said local Mayalakshmi Legal, ‘A lot of budget was spent, but the temple management committee did not get any benefit.’ In 2070 BS, the Amarnarayan Phulbari area was beautified by spending about 40 million rupees with the help of a loan from the World Bank. Construction work on the temple, its premises, and the Pauwa was done. The municipality has not yet been able to repay the loan. More than 8 million are yet to be paid. The municipality reported that there is zero income from the temple.

The cost estimate for the temple area mentioned parks, children's gardens, wedding halls, archaeological wall repairs, Pauwa, 'souvenir' shops, public toilets, Shiva temples, and Nagpokhari repairs. Locals complain that the work was not done according to the estimate. Ward Chairman Maheshwar Shrestha said that the current situation has arisen because the municipality has refused to manage the staff who work daily for sanitation. ‘The Amarnarayan flower garden has been beautified, but it is neglected,’ he said, ‘We have requested the municipality many times to operate the flower garden, but we have not been able to operate it as our ward budget is insufficient.’

Despite the beautification of the flower garden and the reconstruction of Amarnarayan, the consultant and construction company did not take into account the archaeological importance while carrying out the repair and construction work in the temple area, said local Arjun Ghimire. ‘The Department of Archaeology and the municipality are responsible for this,’ he said, ‘The situation has come to a standstill because all the bodies have neglected it.’ While the work was being done here, a case was filed with the Commission for the Investigation of Abuse of Authority against the construction company and the municipality. That too, the work could not be completed for years.

The construction businessmen have not received their deposit back. Despite the delay in completing the work, the municipality has not paid attention to the work including the repair of the flower garden. In 2074 and 2079, the elected people's representatives in Tansen Municipality did not pay attention to Amar Narayan Flower Garden. Locals complained to the municipality about negligence in the construction of historical stone walls and other structures. Locals say that the municipality did not pay attention to the work except for returning the deposit to the construction businessmen.

According to Ram Prasad Shrestha, the municipality's chief engineer, it was repaired once after construction. Now it has reached a point where it needs to be repaired again. 'It is a structure that was repaired using government resources,' he said. 'The repair work will be carried out even if it is done by the municipality or other resources.' He said that reviving it with maintenance will beautify the city. Tansen Municipality Deputy Mayor Pratiksha Gaha Sinjali admitted that the flower garden has been neglected so far and said that the repair work will be carried out.

The roof of the second floor of the temple, which was built 219 years ago, collapsed less than four years after it was renovated. Tansen Municipality had renovated the temple at a cost of 15.29 million rupees.

Ward Chairman Shrestha said that the renovation work included roofing the temple, installing stone walls around the temple, and roofing the pillars. The repair and renovation work was completed a year ago. Tansen Municipality has stated that the renovation work was done without damaging the historical structure of the temple. Amarnarayan Temple was built by Amar Singh Thapa in 1863 BS.
