Lumbini Province Chief Minister Chet Narayan Acharya has said that it is necessary to increase trust in cooperatives.
Addressing the Best Cooperative Organization Award Distribution Program organized by the Ministry of Agriculture, Land Management and Cooperatives in Rapti Valley (Deukhuri) on Friday on the occasion of the 69th National Cooperative Day, he said that it is necessary to make the cooperative sector reliable.
He pointed out that the cooperative sector is being tarnished due to some cooperatives that have run cooperatives with bad intentions and clarified that work is being done to regulate such cooperatives. ‘The cooperative sector is now coming under some suspicion due to cooperatives that have come with wrong objectives. There are also examples of people coming from outside and stealing money,’ he said.
Chief Minister Acharya expressed happiness that cooperatives have become the charioteers of the common people. ‘Cooperatives have become the charioteers of the common people. "We don't have to go to the houses of moneylenders for loans," he said, "Small and small transactions are being resolved through cooperatives." Stating that the capital equal to the budget brought by the provincial government is being mobilized through cooperatives, he said that cooperatives have contributed to the prosperity of the province.
The provincial government has celebrated the day with the main slogan 'Entrepreneurship and Transparency: Priority of Cooperatives'. Minister for Agriculture, Land Management and Cooperatives Dinesh Panthi informed that work has been taken forward from both the perspectives of encouragement and regulation towards the work of cooperatives. He said that work is being done keeping in mind the cooperatives at the provincial and local levels to make the cooperative sector systematic.
Chief Secretary Krishna Prasad Kapri said that good practices should be taken as a lesson and that problems should not arise. Manju Pandey, Deputy Secretary of the Ministry's Administration and Cooperative Development Division, said that the problems seen in the cooperative sector are being resolved. She informed that there are 848 cooperatives under the province and the monitoring and regulation of these organizations has been systematized.
Complaints have been received at the Office of the Cooperative Registrar regarding the problems of 33 cooperatives in the province, including multipurpose, savings and credit, and production. Cases have been filed in court against 8 cooperatives to resolve the problems and action has been taken. After holding discussions with both parties, an agreement has been reached with 7 cooperatives to return the savings, while 12 cooperatives have been sent to the police for further investigation and action.
The cases of 3 cooperatives have been decided by the court and the process of recovering the amount has been taken forward. The Registrar's Office has informed that a report has been received after studying the application of the boards of directors of 3 cooperatives.
Five cooperatives awarded
The Lumbini provincial government has awarded five cooperatives in four different categories. The cooperatives were awarded 25 thousand rupees and certificates based on the indicators of pulse, MCI and good governance.
Kisan Kamaiya Kalyan Savings and Loan Cooperative, Thakurbaba-5, Bardiya and Rapti Vishwas Savings and Loan Cooperative, Tulsipur-6, Dang have been awarded for the savings and loan cooperatives.
West Nepal Transport Multipurpose Cooperative, Butwal-4, Rupandehi has been awarded for the multipurpose cooperatives. The Best Small Farmers Agricultural Cooperative, Rapti Sonari-8, Banke has been awarded for the producer cooperatives. The Tulsi Consumer Cooperative, Tulsipur-6, Dang has been awarded for the consumer cooperatives.
At the program, Executive Vice President of the Provincial Cooperative Development Board, Tikaram Pokharel, said that the cooperative sector is being managed and that timely amendments to the laws and regulations are necessary. Rup Bahadur Khatri, Secretary of the Provincial Cooperative Association, Nawaraj Dhungana, Chairman of the District Cooperative Association, Bardiya, and others expressed their best wishes at the program. The program, which began with a welcome address by senior agricultural economist Hari Prasad Pandit, was facilitated by Survey Officer Bishnu Dangi.
