The official area of the Shahid Marg under construction in Rukum East and the length of the road section have finally been revealed after 6 years. The work has been going on from Koilabas in Dang to Lukum in Rukum East, but so far the work has been going on from Ghorahi in Dang to Maikot in Rukum East. The Shahid Marg Planning Office has issued a circular to Puthauttarganga Rural Municipality to work only up to Lukum from now on.

In a letter written by the Shahid Marg Road Planning Office Dahawan Rolpa to Puthauttarganga Rural Municipality of Rukum East regarding the ‘Kankri-Maikot road section in Rukum (eastern part)’, it is mentioned that work has been done on 220 kilometers so far, with Ghorahi as the starting point and Maikot as the end point. In addition, the letter states that in the past, this section was being upgraded and maintained through annual and multi-year contracts, but when studying the list of proposed national highways approved by the Government of Nepal on 2076 Jestha 6, 2011 kilometers were mentioned as Koilabas-Arjunkhola-Ghorahi-Holeri-Ghartigaun-Thabang-Lukum.

Therefore, it has also been clarified through the letter that from now on, no further repair, construction and upgrading work can be done on the 65-kilometer road section from Kankri to Maikot from the annual budget allocated for the Martyrs' Road Project.

According to the letter signed by the project chief Madhav Prasad Adhikari, the scope of work of the Martyrs' Road will now not be up to Maikot in Rukum East, but up to Dumai Khola, where the Mid-Hill Highway meets, and it has been clarified that the work of the Martyrs' Road Project will be done only up to this point.

Earlier, the mid-hill highway up to Lukum and a little before that, the 65-kilometer section from Kankri to the north will undergo general maintenance in the current fiscal year and from the next fiscal year 2083/84 onwards, the rural municipality or the provincial government will have to carry out the plan for smooth traffic operation on this road section until another decision or order is made.

‘After the budget for the current fiscal year was very low, when we were studying, it turned out that the Kankri-Maikot section does not fall under the Shahid Marg. That is why we have to work to correct the mistakes of the past,’ says the official, ‘In the past, the office did not study enough and so far, work has only been done up to Maikot. But now that cannot be done.’ The official area of the Martyr's Way is on one side, the work is on the other.

If it does not fall under the highway approved by the government, how was the budget allocated for the highway and this issue kept anonymous for so long? Although the chief planning officer did not answer this question openly, he admitted that there was serious negligence on the part of the office.

The question of what will happen next regarding the expenses incurred on this section for the past 6 years has become an uncomfortable issue for the office, while this news has become unpleasant for the residents of Rukum East District and Puthauttarganga Rural Municipality.

In this regard, Puthauttarganga Rural Municipality Chairman Puniraj Gharti said that it is sad to say that this section is separate from the Shahid Marg and informed that they met the Director General of the Road Department today to request that it be maintained under the Shahid Marg. ‘So far, work is being done under the preliminary plan. Therefore, saying that it will not happen now is an injustice to all of us. Therefore, we are of the opinion that this section should also be maintained under the Shahid Marg,’ he said.

Although 31.5 kilometers of the Shahid Marg have been blacktopped so far from Ghorahi in Dang to Holeri in Rolpa, the blacktop has worn out and deteriorated, while 69.5 kilometers from Holeri to Darbot in Rolpa have been blacktopped.

Blacktopping work is underway on 46 kilometers from Darbot to Kharibot in Rolpa, and gravel has been laid from Kharibot to Mahat in Rukum East. The rest from Mahat to Dumai has only been left open and left with a normal track. Currently, the Mahat-Dumai section is not operational as vehicles travel from Mahat to Khabangbagar. The mid-hill highway from Dumai to Kankri-Lukum is under construction, while the disputed 65 kilometers from Kankri to Maikot are also being upgraded by opening tracks.

The Kankri-Maikot section has great significance and importance for connecting Puthauttarganga Rural Municipality in Rukum East to the road network in a convenient manner. That is why it should be developed as the 'lifeline' of the district, but instead of separating it from Shahid Marg, it would be unfair, said Municipal Chairman Gharti.
