Nisdi Rural Municipality in the district was the local level with the highest number of child marriages in Lumbini Province until three years ago. The municipality's name has been removed from that record for a few years now. Three years ago, 276 couples had child marriages. This year, only 8 couples have been found to have child marriages.

Vice-Chairman Tiran Kumari Shrestha said that the municipality is going to declare 2 (Sahalkot) and 6 (Archale) wards out of 7 as child marriage-free. According to her, the municipality has been conducting awareness-raising programs for the past three years. 'Seven couples were stopped from getting married in the current fiscal year,' she said. 'To reduce child marriage, from parent education to public awareness programs, pamphlets have been distributed.'

25 basic and secondary schools in the district have been publishing a monthly newspaper on child marriage, giving importance to reducing child marriage. Kusmakhar Pandey, head of the women and children section, said that no one has married outside the rural municipality in the current year. ‘The campaign conducted in collaboration with the police has been successful,’ he said, ‘We have worked based on the preparation of the status report, the five-year plan, as well as the 10-year strategy of the province.’

206 people have been married as children in Rampur Municipality here. According to Pooja Pariyar, head of the women and children section of the municipality, child marriage is more common in Rampur-2. ‘It is a challenge to reduce child marriage to zero,’ she said, ‘37 boys and all the other girls have been married as children.’ She said that programs including Deputy Chief Kishori Education, Ward Children’s Network, Ward Gathering, Child Participation have been organized. She said that such marriages are done by children from poor economic conditions.’

Last fiscal year, 161 people were married as children in Tinau Rural Municipality. Vice President Lal Bahadur Thapa said that 32 people have done so in the current year. Preparations are underway to declare Kachal, Dobhan and Jhumsa of Tinau as child marriage-free wards. According to him, some children have been annulled and returned home.

73 couples have married at an early age in Rainadevi Chhahara in the district this year. Mathagadhi Rural Municipality has implemented a policy not to allow public representatives and employees to participate in child marriage. However, data has not been collected. The rate of child marriage is high in Mathagadhi, which has 8 wards. Deputy Chief Pratiksha Gaha said that there are no child-friendly and child marriage-related programs in Tansen Municipality, which has 14 wards.

Purbakhola Rural Municipality has stated that it has not collected data yet. Although Rambha Rural Municipality has declared itself a child-friendly municipality, it has not collected data except for child gatherings and some formal programs, said Amrita Gaire, Head of the Women and Children Section. He said that the data for Ribdikot, which has 8 wards, and Baganaskali, which has 9 wards, has not been collected. Although the local level data is different, the data from the health office shows that the rate of marriage and pregnancy under the age of 20 is still high in Palpa.

According to Tuk Prasad Pokharel, acting chief of the health office, out of 1,338 people who underwent pregnancy tests for the first time in 10 municipalities in the current fiscal year, 136 are under the age of 20. In the fiscal year 2081/82, out of 2,157 people, 337 were under the age of 20. Similarly, in the fiscal year 2080/81, out of 2,100 people who underwent pregnancy tests for the first time, 310 were under the age of 20.

In the previous fiscal year, 52 out of 635 people in Tansen, 39 out of 259 people in Rampur, 36 out of 136 people in Nisdi, 24 out of 135 people in Purbakhola, 15 out of 161 people in Rambha, 28 out of 190 people in Mathagadhi, 36 out of 138 people in Tinau, 50 out of 200 people in Rainadevi Chhahara, 18 out of 98 people in Ribdikot, and 12 out of 151 people in Baganaskali were found to have married under the age of 20, according to the health office data. Pokharel, the acting head of the health office, said that since the rate of child marriage remains high, it will have a serious impact on the family and social structure.

So far, only one complaint related to child marriage has been registered with the district police. So far, two people have been arrested. According to Assistant Inspector Roshni Nepali, Chief of the Women and Children Cell of the District Police Office, Palpa, awareness should be spread at the grassroots level to bring those who perform and cause child marriages under the legal ambit.

Out of 809 civil cases registered in the district court in the fiscal year 2080/81, 485 were divorce cases. Out of 665 cases registered in the current fiscal year, 420 were divorce cases and 12 were cases of termination of marital relationship. Analyzing the incidents, it was found that most of these couples got married for the first time below the age of 20, said District Court Palpa's Tehsildar Ram Prasad Pokharel.
