In the performance evaluation of the local level, Baganaskali Rural Municipality has come first in the district with a score of 71.96.

The weakest is Purbakhola Rural Municipality with a score of 56.87. Overall, the local levels here have been seen as average in the performance evaluation. According to the final results released by the National Natural Resources and Finance Commission on Wednesday, Baganaskali is the first municipality in the district and Purbakhola is the municipality with the lowest score. In the preliminary results of the fiscal year 2080/081, Ribdikot Rural Municipality was the local level with the highest score in the district.

According to the indicators used to measure the performance of the local government and the scores obtained, the government provides grants under the Fiscal Equalization Grant for the fiscal year 2083/84 based on performance evaluation. In the final results of the commission, Ribdikot Rural Municipality has received 69.94 points, and Rambha Rural Municipality has received 67.19 points.

Similarly, Tansen Municipality scored 66.80, Rainadevi Chhahara Rural Municipality scored 66.76, Rampur Municipality scored 65.61, Mathagadhi Rural Municipality scored 60.92, Tinau Rural Municipality scored 60.17, and Nisdi Rural Municipality scored 57.60.

In the preliminary results, Ribdikot Rural Municipality scored 69.96, Baganaskali Rural Municipality scored 68.98, Rambha Rural Municipality scored 67.21, Tansen Municipality scored 66.80, Rampur Municipality scored 65.65, Mathagadhi Rural Municipality scored 60.95, and Tinau Rural Municipality scored 60.21. Similarly, Purbakhola Rural Municipality scored 56.90, Nisdi Rural Municipality scored 52.64, and Rainadevi Chhahara Rural Municipality scored 43.78.

The commission has been evaluating the performance of the provincial and local levels on the basis of 17 different indicators as per the Performance Evaluation Procedure 2078. In which, the village executive and the municipal executive have submitted the budget for the revenue and expenditure of 2082/2083 to the respective village and municipal assemblies by 10 Asad, 2082, whether they have passed the budget by Asad, whether they have deposited 40 percent of the amount collected for land registration fee, entertainment tax and advertisement tax to the provincial government in the provincial consolidated fund on a monthly basis, whether they have submitted the projected income/expenditure data to the Ministry of Finance by Poush.

Similarly, whether they have made the annual review of the budget implementation public by Kartik, the status of the local level's mobilization of revenue within its jurisdiction, and the management of expenditure according to the allocated amount of the previous fiscal year are among the indicators. 

The overall audited status of the beruju, the use of the local consolidated fund management system (formula) is an indicator.

Similarly, it evaluates whether or not a periodic plan has been formulated, the net enrollment rate of students in the age group of 5 to 12 years from grades 1 to 8, the retention rate of students in grade 9 compared to grade 8, and the percentage of students who have obtained a GPA of 1.6 or higher compared to the total number of students participating in the grade 10 examination from community schools.

The ratio of women who undergo four pregnancy tests in a fiscal year, the ratio of women who give birth in a health institution out of the total pregnant women, and the ratio of children who have received full vaccination are indicators. The electronic online portal prepared by the commission contains an indicator of whether or not the details of the performance indicators have been submitted within the specified period.

Biswarup Dahal, Information Officer and Deputy Secretary of the Commission, said that performance evaluation has been conducted every year for the recommendation of grants based on performance evaluation under the Financial Equalization Grant provided to the local level from the Federal Consolidated Fund and the Provincial Consolidated Fund. According to Section 7 of the Performance Evaluation Procedure 2078, performance is evaluated and scores are awarded.
