Kanhaiya Baniya, the candidate of the Rastriya Swatantra Party (RSWP), has won from Rupandehi constituency number 4. Baniya, who was behind in the initial vote count, won by 'come back' in the final  phase. He received 28,066 votes. 

UML candidate Pramod Kumar Yadav, who was ahead in the initial phase, received 20,262 votes. Similarly, Ashutosh Mishra of the Nepali Congress received 15,0613 votes. Sarbendra Shukla, who won from the then Loktantrik Samajwadi Party in 2079, was satisfied with 3,410 votes. Shukla was a candidate from the JSP (Nepal) this time. Mishra became a candidate from the Congress for the first time. 

Born in Raipur of Simabarti Marchwarimai Rural Municipality, 36-year-old Baniya had won from Rupandehi 4 (1) from the then Loktantrik Samajwadi Party in the 2079 provincial assembly elections. After being elected to the provincial assembly, he had been complaining that he was not able to do necessary work for the people of his area. Baniya resigned from the provincial assembly post at the beginning of the nomination, stating that reforms were needed in the country's system for the development of his constituency and became a candidate for the House of Representatives from the Rashtriya Swayamsevak Sangh (RSS).

Baniya, who studied postgraduate studies, was involved in business before entering politics. He still has a petroleum business in Raipur, Marchwarimai. Since he lives in a border district in Rupandehi, he has been facilitating the government offices, police and administration in the district headquarters Bhairahawa to solve the problems of the people there. 

His close friend Prashant Gupta said that he entered politics while solving the problems of the people. After the RSSW announced senior leader Balendra Shah as the candidate for the Prime Minister, Baniya also urged him to vote for Shah to make him the Prime Minister for reforms. The RSSW candidate had maintained the lead in four out of the five areas of Rupandehi from the beginning. UML candidate Yadav had gained the lead in Rupandehi 4 till Friday afternoon. Yadav had chosen UML on the day of nomination after not getting a ticket from the Congress.

Bania said that success was achieved through hard work day and night. ‘Rupandehi-4 was not as easy as other areas,’ he said, ‘I have achieved great success in the first place. I am very happy with this. I will fulfill my dream of bringing change in the Marchwar area.’
