Sandeep Rana, the Congress candidate for Palpa Constituency No. 1, also said that the country is now at a new juncture and the Gen-G generation is the vehicle for change.

Releasing the candidate's pledge for Congress Palpa Constituency No. 1, he said, "The first priority is to establish the governance system, transparency and accountability, employment and development-oriented governance that the current generation has adopted." He said that people's concerns should be addressed through the coordination of experience and energy, further strengthening inclusive democracy. Rana, who is also a member of the Lumbini Province of the Congress, said that a citizen-MP dialogue center would be established in each municipality for direct dialogue between citizens and MPs. Stating that he would adopt a policy of linking all development work with digital technology in his pledge, he said, "I will play an important role in the parliament from policy formulation to law formulation, playing a constructive role in implementing the declaration brought by the Congress for the prosperity of the country."

He pledged to create pressure if implementation was not carried out. Stating that his main responsibility was to formulate policies, he said that he would emphasize employment and development-oriented governance. Candidate Rana also said that he believed that if policy formulation is strengthened, the country would move forward in the right direction.

He said that corruption is an obstacle to the country's prosperity and said that in his promise, he would emphasize on ending policy-level and operational corruption and creating a transparent administration mechanism. 'Good governance will be my first condition,' he said, 'On the other hand, I will take a policy to provide employment and self-employment to the youth of the country in the country.' He also said that he would take the initiative to bring a policy for unsecured loans of up to 1.5 million on a project basis for campaigns like youth startups.

Rana said that the Kaligandaki Valley area mentioned in Vedic texts and Puranas will be developed as a Vedic Smart City and a religious tourism destination, and that areas like Darchha, Siluwa, Piluwa, Sahalkot, Sukekot, Birkot, Mohriya Wakumgadi, Mathagadhi will be developed as historical pride tourism areas. 

He said that the work of the Rampurphant irrigation canal reconstruction, the upgrading of the Andhikhola Hydropower Project of Hungi Arsedi, the Galdhaphant irrigation scheme, the Jhadeva, Mathagadhi Phat (Materi) scheme, the Nisdi Dhirje, Mudhawas, Takatung, Khokkhola, Agahakhol, Nikichour, Kumalgaun of Rampur Ward No. 10, Damraphant, and Bhalaytar irrigation schemes will be taken forward.

He has promised to prioritize the Ujjaya Palpa campaign and complete electrification of all the remaining tolls and settlements of Constituency No. 1 through the central transmission line within the next 5 years.

Since 2051 BS, CPN-UML candidates have been winning in Constituency No. 1. In the 2079 BS election for the House of Representatives, UML candidate Narayan Prasad Acharya won with a wide margin by securing 31,103 votes. His closest rival, Gyan Bahadur Gaha of the Congress, received 20,256 votes. 

In this election, the UML has repeated Acharya. The UML has maintained its legacy in this constituency since 2051 BS. Dal Bahadur Rana won in 2051 BS, Bhadra Bahadur Thapa in 2056 BS, and Dal Bahadur Rana won again in the 2064 BS Constituent Assembly election.

Kaluram Rana Magar was elected from the Congress in 2048 BS. At that time, Dal Bahadur was a competitor with Rana. In the subsequent 2070 BS Constituent Assembly election, Radhakrishna Kandel of the UML was elected from this constituency. This is the constituency where Rana won again from the UML in the 2074 BS election.

Bimal Pant is the candidate from the National Independent Party in this election. There are also candidates from other parties, including Hum Bahadur Sunari, a central member of the Magar Mukti Morcha from the Nepali Communist Party. Brihaspati Aryal from RPP, Narmati Sinjali from Rastriya Janamorcha, Thaman Singh Reshmi Magar from National Republic Nepal, Salan Chidi Magar from Mongol National Organization, Puran Ghair Sharma from Nepal Communist Party (Maoist) are the candidates.

Koshal Aryal, Dilliraj Kafle, Buddha Bahadur Birkatta and Bachha Dali Miya are in the fray as independent candidates. In this election, there are 98,383 voters in Constituency No. 1. There are 52 polling stations in this constituency. There are 117 polling stations.
