The Ghorahi-Tulsipur four-lane road is an old election issue here. This project has been on the election agenda of all political parties since 2079 BS. Even now, all the candidates have made this road a main issue.
In the 2079 election, Rekha Sharma of the Maoist Center had campaigned for a four-lane road by creating digital content. Other candidates had also prioritized the construction of a four-lane road. Sharma defeated UML General Secretary Shankar Pokharel and won.
After that, she became the Minister of Communications and the spokesperson of the government. Even after Sharma became a minister, there was no progress on the road, so voters still share the digital video content of the four-lane road that she prepared during the election and remind them of the old promise.
The road construction began on 2075 Magh 14 with the loan assistance of the Government of Nepal and the Export-Import (Exim) Bank of India. The budget for the road construction was 12.182 million 301 US dollars. Initially, the condition was that the road should be constructed by 29 Baisakh 2077. Even after the deadline for the road construction was extended five times, the physical progress has been only 9.69 percent and the economic progress has been only 14.23 percent.
After the work was not completed within the stipulated time, the deadline was extended till 2078 Jestha 6. Then, the deadline was extended to 27th Shrawan 2078. Then, the deadline was extended till 19th Poush 2078. Again, the deadline was extended till 29th Baisakh 2079. When the work was not completed despite the extension of the deadline, the deadline was extended again till 31st Asad 2080. In this way, despite the extension of the deadline five times, no work was done in the field, and finally, the government canceled the contract agreement.
After changing eight contractors in five years and extending the deadline five times, but no progress, the government has again started construction of the road under the Madan Bhandari Highway Project from Nepal's own budget. The agreement was signed on 24th Asad at a cost of 2.52 billion 37 lakh 2 thousand 361 rupees and the work started from 8th Shrawan. Dipendra Bahadur Bista, Chief of the Division Road Office, Dang, said that the road was to be completed by 23rd Asad 2085. Currently, Diva/Bandan Bhagwati JV Kathmandu has taken over the construction.
Krishna Pandey, engineer of the Road Division Office, Dang, said that 7 percent financial and 10 percent physical progress has been made so far. He said that the target is to blacktop from Ghorahi to Narayanpur by the upcoming Ashar. He said that work is currently underway to manage the trees along the road and move the electricity poles.
Earlier, the road construction was complicated due to the provision that the Indian construction company should be the main contractor and other technical conditions of the Indian government. Now, since the Nepali company has got the contract in Nepal's own budget, there is hope that the work will be completed on time. After the road construction started, there is a competition among the leaders to claim that they took the initiative to start the road construction.
UML General Secretary and Dang-2 candidate Shankar Pokharel says that he took the initiative and ensured the budget for the road under the Madan Bhandari Highway. Former Communications Minister and NCP leader Rekha Sharma says that she has initiated the creation of an environment for new construction by breaking the old contract. Congress leader and Dang-3 candidate Deepak Giri also claims that he has taken the initiative for road construction.
No matter what the leaders claim, the four-lane road has become only an election issue, said Vishal Neupane of Ghorahi Sub-metropolitan City-15. 'Leaders have always made the road an election issue, but they have not been able to work in a way that satisfies the people,' he said, 'This time too, work is being done as the election approaches. Work should be done in the same way after the election.'
Binita Nepali of Tulsipur Sub-metropolitan City-5 said that the four-lane road should not be used as a means for leaders to collect votes. 'Even when the election comes, leaders say that we will build the road, we have taken the initiative to build the road,' she said, 'The road has not been built for seven years. Now let the road be built, let our suffering end.' The road should not become just an issue of asking for votes.'
Earlier, the contract for the construction of the road was taken by Mumbai-based Takht Engineering and Infra Project Pvt. Ltd., India. Pravin Brahmadev Pandey, the managing director of the company, came to Ghorahi only once. Pandey, who came to Ghorahi on Mangsir 11, 2078, had promised to be present and work now, but he did not show up after that. He only did the work of assigning the responsibility to other contractors. Time passed in changing the contractor, but the work did not work.
At that time, there was a plan to build a 28.19-kilometer road from Babai Khola to Tulsipur in Ghorahi with four lanes and two lanes. There were plans to build a 6.53 km two-lane road from Babai to Ghorahi Bazaar, a 4.05 km four-lane road from Ghorahi to Thapa Chowk Sarra, a 3.5 km two-lane road from Thapa Chowk to Narayanpur, a 2.1 km four-lane road from Narayanpur to Khaira, a 3.7 km two-lane road from Khaira to Dudhras, and an 8.31 km four-lane road from Dudhras to Tulsipur. Currently, a 21.58 km four-lane road has been constructed from DK Pump in Ghorahi to Hattikhouwa in Tulsipur.
Bhalubang-Bagdula-Bhimagithe, Chandrauta-Krishnanagar, and Lamahi-Ghorahi-Tulsipur Four-lane Road Project Office, Lamahi, used to look after the road. During the construction of the four-lane road, both sides of the road were demolished and ditches were made on both sides of the main road. Due to which the journey was very risky.
According to the District Traffic Police Office, 27 people have died in accidents on this road since the construction of the four-lane road began. Since the demolition of the road began in the name of four-lane construction, 60 accidents have occurred. 94 people have been injured in the accidents.
