Independent candidate for the House of Representatives from Banke Constituency No. 2, Saubhagyajung Shah, is active in a door-to-door campaign alone. Carrying a bag on his back and a pamphlet in his hand, he walks from morning to evening, telling voters his agenda.
He has prepared his election agenda in three languages, Nepali, Dhavi and Urdu. Shah said that he is campaigning with the aim that all citizens should be able to understand his agenda while respecting the multi-ethnic and multilingual identity of Nepalgunj.
Shah says that the agenda has been made public in three languages to clearly convey his views to voters of all languages, as different castes, religions and linguistic communities coexist in Nepalgunj. “All citizens should be able to understand my thoughts and plans, this is my aim,” he said.
Shah, known as ‘Daju’ in the Gen-G movement, is a popular figure among the youth of Nepalgunj. He said that he is presenting his agenda to the voters as there are growing complaints that the main issue of development is being overlooked when parties run a 'syndicate' that only protects the interests of their workers and limited factions.
He said that he rose above party ideology and became a candidate by rising above party ideology, saying that the 'Nepal is a developing country' he studied in school when he was young and that it has not changed even as an adult. 'When joining a party, the issues of citizens are overshadowed by the party's agenda and the compulsion to follow the instructions of higher-level leaders rather than the real problems of the people, so my only goal is to stand in parliament for the people, free from party pressure,' Shah said.
Shah has also put forward a development model with a 'timeline' to be completed within the first and second fiscal years of his election. His main priorities are clean drinking water and improving the rural economy. There is an assurance of the goal of providing pure 'tap water' to every household by installing 'Aro Filter Plant' in the existing drinking water infrastructure of Nepalgunj and Area No. 2.
Shah has proposed a 'help desk' model in the field of administrative governance. He believes that a system of directly assisting service recipients by mobilizing law students and lawyers as volunteers in government agencies such as Land Revenue, Survey and Police Offices will discourage corruption and delay.
'To choose the right candidate, voters should base their past conduct, policies, communication skills, ethics and national consciousness. This election is not only an opportunity to form a government, but also an opportunity to improve political culture,' he said. 'In the competition between old and new political forces, building a country is possible only through long-term thinking, dialogue and responsibility, not through hatred, revenge and emotional slogans.'
The area is inhabited by a mixed population of hill, Madhesi and Muslim communities. This time, 20 candidates are in the fray from different parties in Banke-2. Of which three are independent candidates. This time, Istiak Rai is in the fray from UML, Sudhanshu Koirala from Congress, Rishiraj Devkota from RPP, Vivek Shrestha from RSP and Dipendra Bista from Nepali Communist Party are candidates.
Rai, who was established by the Madhesh movement, has won from this constituency and has become a minister twice. Winning from here has also become a matter of prestige for him. Former minister Rai is also contesting the election from UML after leaving JSP. This time, Congress has fielded Sudhanshu, nephew of former Prime Minister Sushil Koirala, as its candidate. Devkota has been fielded from RPP.
Banke-2 constituency has seen different results in every election. No candidate has won consecutively in this constituency, which includes Nepalgunj Sub-metropolitan City and Duduwa Rural Municipality.
