The Office of the Chief Electoral Officer, Palpa, has appointed two monitoring officers to monitor the election code of conduct.
According to Assistant Election Officer Keshav Parajuli of the office, Assistant Chief District Officer Rishiram Subedi and Chief Fund Controller of the Treasury and Accounts Control Office Surya Prasad Aryal have been appointed as Code of Conduct Monitoring Officers to make the implementation of the election code of conduct across the district effective.

The office has stated that the Assistant Chief District Officer has been given the responsibility of matters other than financial matters. The Chief Fund Controller has been appointed as an officer with the responsibility of monitoring matters related to political finance and election expenses, according to the Office of the Chief Election Officer.
The Election Commission has implemented the Election Code of Conduct, 2082, to conduct the upcoming House of Representatives elections to be held on Falgun 21 in a fair, impartial, transparent and credible manner. The code of conduct has been implemented since Magh 4.
The monitoring officer will monitor whether political parties, candidates, fraternal organizations and the media are following the code of conduct. If anyone is found to have violated the election code of conduct, the monitoring officer has the right to take action.
The political party or candidate will monitor whether the person participating in a rally or public meeting or campaigning is wearing the party or candidate's election symbol or flag logo or sticker or cap, vest, T-shirt, jacket, etc. The election office has stated that it has the right to monitor whether posters, graffiti, banners, digital displays are used or not.
The use of vehicles will also be monitored. The monitoring officer has the right to see whether the manifesto has been made public. They will also see whether any financial assistance has been received from government, public bodies, non-governmental organizations for election campaigning. It has been said that a separate account will be opened in a bank and financial institution for election expenses. The monitoring officer has the authority to monitor whether or not the spending authority has been designated and whether or not arrangements have been made for spending.
In the upcoming election for the House of Representatives to be held on Falgun 21, 29 candidates from political parties and independents are in the fray in two constituencies of Palpa. Election Officer Dasharath Pangeni said that 13 candidates from 9 political parties and 4 independents have filed their candidacies in Constituency No. 1. 16 candidates from 14 political parties and 2 independents are in the fray in Constituency No. 2.
