The Gulmi Chamber of Commerce and Industry has expressed serious concern over the government's decision to abolish the Taxpayer Service Office in Gulmi.

On Tuesday, the association submitted a letter of attention to the District Administration Office and the Taxpayer Service Office, drawing the attention of the federal government.

Chamber of Commerce President Mrigendra Prasad Shrestha said that industrialists, businessmen and taxpayers of the geographically remote and hilly district of Gulmi are getting tax-related services easily from the Taxpayer Service Office. He said that although the office will be abolished and the work of permanent account number (PAN number) and voucher revision will be provided by the Treasury and Accounts Control Office, it will create a compulsion to go to the Inland Revenue Office, Butwal, Rupandehi to perform many important tasks including tax payment, value-added tax (VAT) registration, cancellation and tax adjustment, among other important services, including organizations, companies and business establishments. This will increase the unnecessary burden of time and expense and will definitely weaken the taxpayer's access to the tax administration.

The Gulmi Chamber of Commerce and Industry has stated that such a decision by the government will have a direct negative impact on local industry, trade and economic activities, discourage taxpayers and also affect the overall tax collection process. The association has mentioned that such a decision is against the government policy of making the tax system simple, easy and taxpayer-friendly.

'The decision to abolish the Taxpayer Service Office should be reconsidered immediately and operated as usual,' said Shrestha, President of the Gulmi Chamber of Commerce and Industry, 'At least, there should be an alternative arrangement to ensure effective and permanent service for all tax-related work in Gulmi district.' 

The election government had announced that the Taxpayer Service Office would be abolished and services would be provided by the municipality and the Kolenika (Treasury and Accounts Controller's Office). This is now in the final stages of implementation from this Magh.

This will hurt the trust of the citizens who are getting services from the district headquarters, the Kolenika, and even more so the municipality itself. In the case of Gulmi, where the Taxpayer Service Office is in Tamghas, this related service will not go to the municipality. The services going to Kolenika will only include registration in the Permanent Account Number (PAN Number) and tax collection. There is no clear framework for services other than this.

Individuals with transactions of more than one crore rupees under individual firms, clubs and group organizations, as well as all types of organizations, will now have to go to the Internal Revenue Office in Butwal to collect taxes and register VAT, amend transactions, and add additional transactions. Five years ago, in 2077 Shrawan, there was no Taxpayer Service Office in Gulmi, so they were forced to go to Palpa to get these services.

The association claims that the government's decision to abolish the Taxpayer Service Office will force more than 12,000 taxpayers to go to Butwal for general work.
