The closed list for proportional representation submitted by the UML to the Election Commission includes 18 people from Lumbini Province. Among them, Vice President Bishnu Poudel has zero participation from Rupandehi district, while General Secretary Shankar Pokharel has 4 people from Dang, his home district.

According to the closed list of UML, Dang and Palpa have the highest number of candidates, 4 each. Participation in Pyuthan and Rupandehi districts is seen as zero. UML cadres from Rupandehi are expressing their anger on social media after the proportional representation is zero from the district with the largest number of 5 constituencies in the province. Among the UML office bearers, Vice President Bishnu Prasad Poudel and Secretary Chhabilal Bishwakarma are from Rupandehi.

According to the public list of UML, Komal Wali, Angela Thapa, Shanta Chaudhary and Sajida Khatun Siddiqui have been nominated for proportional representation from Dang, which has three constituencies. Wali and Chaudhary are faces who have already become MPs through proportional representation.

Chaudhary is the third time UML has become a proportional representation MP candidate. Former media person and singer Wali, who joined UML through the RPP, initially became a central member and then a member of the National Assembly. Angela became an MP through proportional representation in 2064. She is the wife of 'Martyr' Umesh Thapa. Siddique is also a later leader. She is active in social campaigns from the Muslim community. She was also on the proportional list in 2079 BS, but could not become an MP. 

Thaneshwor Prasad Basyal, Hirusara Rana, Om Bahadur Gharti Magar and Rozi Khatun have been included in the closed list from Palpa. Similarly, Vijaya Dhital and Mohammad Harun Halwai from Banke, Baglal Budha Magar from Rukum East, Navin Rokka Magar from Rolpa, Rigla Yadav from Nawalparasi West, Bom Bahadur Bishwakarma from Arghakhanchi, Jag Bahadur Nepali from Gulmi, Shiva Prasad Chaudhary from Bardiya, Jajir Prasad Chaudhary and Sushil Kumar Srivastava from Kapilvastu have been included in the proportional list. The party has claimed that candidates have been selected in a way that represents various ethnic, regional and social groups. However, out of the 12 districts of the province, there are zero candidates from Pyuthan and Rupandehi. 

Three UML candidates won in the dissolved House of Representatives from Rupandehi, which has 5 constituencies. UML recommended Nandikeshar Dhakal, Bhumilal Sapkota, and Buddhisagar Bhattarai for the proportional list from Rupandehi, Goma Acharya for women, Sunita Thater for Madhesi, Ejaz Alam for Muslims, Khushiram Chaudhary for Tharu, Ekraj Bishwakarma and Joglal Bishwakarma for Dalits, Khemraj Gurung for indigenous people, Hiramaya Thapa for indigenous women, and Sabitra Ghimire for the disabled.

However, UML Province President Radhakrishna Kandel said that none of the names sent by the district made it to the proportional list. ‘The proportional list was prepared by the party center,’ he said, ‘There was not much coordination with the province and the district.’ He said that it was sad that candidates from two districts of Lumbini did not participate.

CPN-UML Lumbini East Province Committee member Manju Bhusal and Youth Association East Central Committee member Shraddha Kunwar, who live in Rupandehi, have been placed on the proportional list by the Rashtriya Swayamsevak Sangh.
