Tansen Municipality prepares to extend deadline for the third time

The World Bank-supported upgrade of the Dumre-Gufachaur-Holangdi road in Palpa has begun, with preparations underway to extend the deadline for the third time after the work was not completed on time. 15 percent of the work on this road, which was contracted through Tansen Municipality, is still pending.
The construction of this road, which connects Holangdi to Tansen Municipality-10, Telgha via Gufachaur from Upper Dumre on the Siddhartha Highway, was supposed to be completed on June 17, 2025. In the first phase, 6.8 kilometers of blacktop and slope work will be done.
Tansen Municipality had extended the deadline for construction company Vedansi Infrastructure Pvt. Ltd. for the first time by 67 days. The municipality has stated that it has extended the deadline for the second time with a commitment to complete the work in 46 days. The second extension will expire on October 20, 2025, i.e., November 4, 2082. However, the construction business has yet to erect walls in some places.
According to local resident and ward member Keshari Rana Sinjali, drains have been being dug for the past few days. Work is being done to fill the mesh in some places. The blacktop work has not yet started. ‘The work on the sub-base, base and other works is still pending,’ she said, ‘even in places damaged by the rain.’
According to local residents, the rigid pavement (slope) has cracked and collapsed due to the construction business not doing quality work. Even the walls that were installed have collapsed. ‘Even when local residents and public representatives warn, the construction business does not budge,’ she said, ‘We have told them many times that the work was not good in some places, but they have not listened.’ In some places, the slopes have had to be demolished. Locals complain that there has been negligence in the work of installing walls and filling the mesh.
Tansen Municipality Engineer Ram Prasad Shrestha said that based on the complaints of locals, about 150 meters of rigid pavement (slope) have been demolished and re-worked. According to him, the construction business will have to blacktop 4.4 kilometers of rigid pavement and 2.4 kilometers of asphalt. "After the complaints of the locals and our monitoring, we have asked the construction businessmen to improve it," he said, "We have also improved the shortcomings that were seen."
This road is a project of the Tansen Municipality's city pride. It connects Tansen Municipality-8, Upper Dumre, Tansen-10, Gufachaur to Tansen-3, Holangdi. Tansen Municipality has signed an agreement with the World Bank to upgrade and blacktop the road. While the Government of Nepal has received a loan from the World Bank, Tansen Municipality has received a grant.
When this road upgrade is completed, the residents of Dumre, Sundanda, Telgha, Gufachaur, Gabudanda, Bandipokhara, and Dharampani will directly benefit. An agreement has been signed with the construction company Vedansi Infrastructure Pvt. Ltd. for the road upgrade for Rs. 457.683 crore. The agreement has been signed to upgrade the road in 13 months. The construction businessmen, however, have made various excuses, including not receiving blacktop materials (ballast) from Asar to Bhadra.
This road will facilitate tourists to Gufachaur in Telgha, which is being developed as a tourist area, said Tansen Municipality Ward No. 10 Ward Chairman Him Lal Pangeni. He said that since Gufachaur itself is a naturally formed area with tourism potential, the municipality has prioritized developing this road as a tourist route.
