The district is currently struggling to welcome the newly transferred police inspectors. Inspectors are rushing to local levels and private organizations to collect dosalla, food, flowers, and diaries.
At a time when it is necessary to make and implement a plan to strengthen peace and security, the newly transferred Nepal Police and Armed Police Inspectors have been welcomed by the local level chiefs and chairmen. Nepal Police Inspectors have been seen to be ahead of the Armed Police. Seeing the rush of the police to welcome them, there has also been a lot of criticism at the local level.
After the Police Headquarters transferred 665 inspectors on Asoj 28, they were also transferred to Kapilvastu. First of all, Arjun Poudel, Inspector of IPRA, Pipara, reached Banganga Municipality to welcome them. He was welcomed by the Mayor Chakrapani Aryal in his office on Kartik 11. Less than 5 days later, the same Inspector Poudel again reached the Industry and Commerce Association, Jitpur on Kartik 16.
Police Inspector Santosh Ghimire of Ward Police Office, Chandrauta managed to welcome the two big municipalities of the district. First, he went to welcome the Shivraj Municipality on Kartik 9. There, he was welcomed by the Mayor Ajay Thapa. Then, after 4 days, on the 13th, he went to welcome the Maharajgunj Municipality. There, he was welcomed by the Mayor Abdul Kalam. On the same day, the Inspector of the Armed Forces Security Base in Maharajgunj Municipality, Gangaram Bhatt, also went to welcome the visitors. Bhatt is also a newly transferred inspector.
Meanwhile, the Police Inspector of Ganeshpur of IPR, Mahesh Kumar Acharya, and the Police Inspector of Sundari Danda of IPR, Adarsh Giri, also went to welcome the visitors at the same time. When both of them reached the rural municipality on Kartik 14, they were welcomed by the Chairman Gopal Thapa and the Vice Chairman Laxmi Chaudhary. A day before that, Inspector Sitaram Shrestha of the Armed Forces' BOP Dalpur had also arrived in Vijayanagar Rural Municipality to welcome the newly transferred inspectors.

Civil Society President Arjun Pokharel said that the act of welcoming/farewelling at a time when peace and security should be understood and implemented after planning is sending a bad message to the society. 'It seems like it's a bit too much,' he said, 'Security personnel should stay away from such work and maintain dignity. When such work is promoted, it seems like a conflict of interest.'
Rights activist Ravi Thakur said that it is a greater honor to be able to establish an emotional connection with the people and take ownership of the police than to pursue the police's welcome. 'Due to the lack of police ownership with the people, a major attack on the police was seen during the Genji movement and demonstrations on Bhadra 23 and 24,' he said. 'Now it is time to truly follow the slogan of 'police is my friend.'
Of the 134 prisoners who escaped from Kapilvastu prison during the Genji movement, 134 are still absconding. 'The election scheduled for Falgun 21 has added a challenge to security because of them. Going in a crowd to receive the welcome does not send a good message when we should be arresting the escaped prisoners and creating an environment for the election,' said a member of the civil society.
District Police Chief Superintendent Santosh Acharya said that it is normal to go and maintain etiquette when called by the head of the local government. "We can't say no to the invitation," he said. "We have considered the welcome as a PR move."
