When will the municipality allocated by Badigad get local administration?

What you should know

Some municipalities of Gulmi are known by the name of Badigad Khola. Kaligandaki, Chandrakot and Satyavati Rural Municipality are called Badigad Kholaparika Palika.

Although it is named after the river, the headquarter should come to Tamghas to get service from this municipality. The citizens of this municipality, which was divided by Badigad, have been asking for the local administration office for years but have not been able to get it.

Leaders who say 'Badiyar Pari' in the colloquial way rely on the same river during the election . However, in the name of service facilities, they reserve the vehicle and force them to come to the headquarter Tamghas after two days. So much so that when Badigad asked for the local administration office, the leader did not ask for it when it was called across the river.

Recently, when the decision was made to add local administration offices to 23 locations across the country, Gulmi could not be surprised. Leaders Chandra Bhandari and Pradeep Gyawali did not take the initiative for the local administration office in Gulmi, but the citizens of that area did.

Ghanshyam Thapa of rural municipality-6 of Kaligand said that despite being a high-ranking leader, it was unfortunate that the local administration did not come to include his area. "Reserving a vehicle to go to Tamghas only for administrative work," he said.

It was decided in 2065 to have an area administration office in Gulmi along with the neighboring districts of Palpa and Baglung. Although it was implemented in Rampur and Burtibang, it could not be implemented in Majuwa due to political tussle .

Chandrakot Rural Municipality President Yuvraj KC said that after federalism, instead of delivering services at doorsteps, one has to go to the headquarters to get services. "Badigadwari's political campaign has caused chaos in the locality, the above leaders did not make the right decision," he said, "locality administration is necessary around Majuwa where Malpot and Napi are located recently." He said that there should be an administrative unit in the local government.

Satyavati rural municipality chairman Tikaram Pand said that he requested the Ministry of Home Affairs to place the center in Khaireni after making a decision through the local all-party meeting. "Due to our confusion, the local administration did not come," he said, "Tamghas and Majuwa are opposite, they should be separated from the center to Khaireni." Gulmi district was not included in the decision to keep the local administration this time as the local council's tussle and the central leader did not take a decision due to the fear of electorate.

In order to increase the demand for local administration offices in Gulmi, district headquarters Tamghas is close to the border of Arghakhanchi, while Gulmi's territory is about 80 km away from Kaligand Rural Municipality-6 Vertung Lungkhani headquarters Tamghas . Not only this, even though Badigad asked for wards 5, 6, 7, 8 and 9 of Kaligandaki, Chandrakot, Satyavati rural municipality and Musikot municipality, which were separated by Badigad, the leader did not ask for an area administration office.

In the year 2007, the current headquarters of Gulmi was Palpa. Later, Tamghas was the headquarters of Arghakhanchi and Gulmi in the year 2008 as demanded by the citizens of Arghakhanchi and Gulmi. Gulmi historian Shashi Panthi said that Dayanidhi Sharma Paudel Raja Tribhuvan went to Calcutta and demanded it when he went to India. In the year 2009, the headquarters was established in the center of Tamghas after Adda Adalat.    After the

in 2018, when King Mahendra announced 75 districts, Argha and Khanchi were split and named Arghakhanchi and Gulmi . At that time, Thada, the headquarters of Arghakhanchi, was established in Sandhikhark through Narpani. However, there was no discussion about the headquarters of Gulmi.

Until 2034 the court and Malpot as well as the prison until 2040 were in Gulmi of Arghakhanchi . Historian Shashi Panthi says that there was not much discussion in the headquarters but there was a discussion about the area administration office. However, Panthi said that it has not been established yet due to the tussle of Majua and Khaireni. In the year 2073, Malpot and Napi office have been established in Majwa.

According to the latest data, the population of Gulmi district is 246,494. In which the population of the three municipalities separated by Badigad river is 53 thousand 179 . In which the population of Chandrakot Rural Municipality is 18 thousand 662. The population of Kaligandaki Rural Municipality is 15 thousand 44. The population of Satyavati Rural Municipality is 19 thousand 473.

Gulmi has a total area of 1,149 square kilometers, Kaligandaki has 11 square kilometers, Chandrakot has 15 square kilometers and Satyavati has 115 square kilometers. However, if the area administration office is established around Badigad, apart from this, the citizens of Payak Parne area of Rurukshetra Rural Municipality, Chhatrakot Rural Municipality, Gulmidarbar Rural Municipality and Musikot Municipality will also be included in the service .

As requested by the municipality, the district administration office Gulmi has also repeatedly sent the municipality's demand to the Ministry of Home Affairs. However, Assistant Chief District Officer Hari Prasad Gayre said that there is no demand for a fixed location through the district level all-party decision.

Chandra Bhandari, a member of the House of Representatives elected from this area of Gulmi, says that an area administration office is needed targeting the Badigad area for the convenience of the people. "It is appropriate when the district makes a unanimous decision based on the needs of the local administration," he said.
