The municipality has succeeded in becoming the best local level for the second time in a row. The municipality was selected as the best 6 in the local level institutional capacity self-assessment conducted by the Ministry of Federal Affairs and General Administration. Also, it has won the first place in Lumbini region.

The previous financial year was also declared as the best local level in Tilotta. According to City Chief Ramakrishna Khan, Tilotta has consistently excelled in all five areas of development, economic, social, infrastructure development, forest environment and disaster management and good governance and institutional development.

Mayor Ramakrishna Khan said that the then chief administrative officer Narayan Aryal had contributed significantly to making the municipality successful twice. He said that the new thinking brought by Aryal in project bank construction and classification of municipal projects (priority, city pride and city level golden projects) has made the municipality excel.

Ministry evaluates the performance of 9 sectors every year, government management, organization and administration, annual budget and planning management, financial and economic management, public service delivery, physical infrastructure, social inclusion, environment and disaster management and cooperation and coordination.

Khan said that Tilottama Municipality scored 97.25 percent out of 100 in all these indicators. He informed that the municipality has done excellent work on a total of 26 indicators.
