Talks were held in Kathmandu on Friday after 22 days of agitation by Lumbini Development Fund employees with various demands. The staff union said that although the talks were positive, no agreement could be reached. Abdul Ofa, president of the staff union, said that the protest program including pen down is still going on.

A three-member committee formed by the Ministry of Culture under the coordination of Joint Secretary Suresh Sarash Shrestha and a team of employee unions held talks at the Ministry of Tourism at Singha Durbar. The ministry formed a negotiation committee under the leadership of Joint Secretary Shrestha, Fund Vice President Lyahkyal Lama and Fund Member-Secretary Sanuraja Shakya.  For the

talks, Fund Employees Union President Abdul Ofa, Secretary Jitendra Yadav and member Abdul Ahad Khan reached the federal capital. The employees were called to the ministry at 7.30 am on Friday morning for talks. However, after 3 hours late Minister Badri Prasad Pandey arrived at 10:30, the talks started. In the beginning, after half an hour of discussion with the participation of the minister, the discussion with the committee headed by Joint Secretary Shrestha lasted until 4 pm. 

Union member Abdul Ahad Khan, who participated in the talks, said that although the talks were positive, there was no consensus. "Regarding our demand, the Lumbini Development Fund board meeting has to revise many things, so it has been discussed that everything will be discussed by holding a board meeting on Monday and Tuesday," he said. Similarly, with regard to the demand that all employees who are currently under service contracts should be filled through a limited competitive examination by amending the 079 staff regulation, it will be implemented only after the regulation is approved by the Ministry of Tourism and approved by the Legislation Committee under the Council of Ministers.

Regarding the fourth demand made by the employees union, they are silent. Regarding the demand for automatic promotion of permanent employees, the employee union did not raise the issue in the negotiations. 

The employees who started the protest program from July 8 have completely stopped the work by locking the Lumbini Development Fund head office from the 13th. Even when the peaceful place Lumbini became restless, the employees were getting angry due to the negligence of the fund officials and higher officials. Due to the anger of the employees, officials and high officials did not come to Lumbini and called the employees to Kathmandu for talks. Jitendra Yadav, secretary of the Fund Employees Union, said that they also reached Kathmandu by adopting the flexibility that they should not disturb the place of peace. 

The agitation by stopping the administrative work is having a lot of negative effects in Lumbini. The garbage has increased due to the lack of cleanliness due to the employee movement. There is no regularity of electricity. Rajan Basnet, information officer of the fund, said that there is a delay in making the annual policy and planning program of the current year's internal budget and the government's budget. Similarly, he said that due to not being able to proceed with the auction process of timber worth crores, it is rotting in the water and tendering for other development works is being delayed. Similarly, he said that the attitude of various suppliers and businessmen towards funds is becoming negative when the payment of lakhs of funds for the Buddha Jayanti held last year was stopped.
