The headquarters of the district of Rukum East, which has been a subject of controversy for a long time, is finally Sisne rural municipality ward no. 5 and 6 have been established in Rukumkot. This issue was resolved after the decision of the Cabinet of Ministers of the Government of Nepal on Wednesday decided that Rukumkot will be the district headquarters.

A minister of Nepal government  "It has been decided that the district headquarters of Rukum (eastern part) will remain where it is now," he said.

After this, the new constitution issued on 3rd October 2072 arranged that the eastern part of Rukum will remain as a separate district . 16 days after this, on October 19, the then Home Minister Janardan Sharma inaugurated the office of district coordination committee, district administration, district police and investigation in Rukumkot. At this time, the locals were also happy that "the district headquarters has returned after almost 44 years".

But that happiness did not last for long, because on 15th January 2074, the then Prime Minister Sher Bahadur Deuba (who had resigned from the post at this time) in a meeting of the Council of Ministers chaired by the Prime Minister, decided that 'the District Headquarters will be in Puthauttarganga Rural Municipality Ward No. 12 Golkhada instead of Rukumkot.' Hamal, the residents of Sisne Rural Municipality and Datta Bahadur Basnet filed a petition against the decision in the Supreme Court the next day When the supporters of Golkhada staged a protest in favor of Rukumkot, the situation reached such an extent that the local administration had to impose a curfew on behalf of Golkhada and its headquarters. The constitutional bench, including Shrestha, issued an injunction in the name of the government, saying that the government should set the headquarters based on sufficient criteria The place to think about the Rukumkot headquarters remained. That is why the citizens of Puthauttarganga were expressing their opinion about the Rukumkot headquarters through various means. The court issued an order to stop the construction of the district headquarters until the final decision was made regarding the construction of the integrated government building in Rukumkot The issue of the headquarters dispute directly affected the development of various government structures in the district headquarters.

The Supreme Court's constitutional bench said that the government should re-designate the headquarters based on the criteria and move the headquarters after completing all the necessary procedures.
