With the onset of the rainy season, the main roads of Palpa, including Siddharth Highway, are in one-way operation. Due to the lack of management of the landslide that occurred two years ago in Tinau Rural Municipality-5, Churchre and Gaude Bridge on the Siddharth Highway, vehicles had to operate one-way.
"Two years ago, it seemed normal in the beginning," said Krishna Bahadur Rana, a bus driver on the Butwal-Tansen road, "Now there is a risk that the highway itself will collapse." It has been covered with plastic for two weeks now after the landslide even during normal rains. "They left at 2 o'clock in the night and came covered with plastic," said Toynarayan Subedi, Chief District Officer of Palpa, "It is seen that the major risk area of the highway is this landslide between Churchre and Gaude bridge."
The areas near Siddhababa area, Jhumsa, Panmil, Nidhekola, Dumre, Bartung are also at risk. In the Sera area of Pipaldanda, even in normal rains, Gegran falls and closes. According to Chief District Officer Subedi, it is seen that the road division has contracted for landslide management.
But he said that the risk increased in this rain due to the delay in the work by construction professionals. Under the road division office, Bhagwati Construction took the contract for laying plum concrete wall near Churchare. Durga Gautam, the information officer of the road division, informed that the construction company that has taken up slope work at various places on the highway, including this wall, has received the contract on 28th November 2081 to complete the work by June 15th.
According to him, a contract agreement has been signed for 1 crore 31 lakh 69 thousand including the slope of the highway at Kerabari, Panimill, Sisuwa, Kalimati etc. The estimated cost of this landslide was 42 lakhs. He said that construction professionals have made only 45 percent material progress for 7 months.
After taking excavators and tractors to Dumre River (Tinau) saying that they will work after June, the rural municipality has stopped extracting stones. "If the contractor does not do the contracted work for 7 months, this year too, the landslide may not be controlled in time, so the passengers may have to suffer during the rainy season," Tankanath Khanal, the head of the district coordination committee, who returned from the monitoring said, "It seems that it has been solved in Hiundekhola, but more problems have been seen in the new location." If it rains for a long time, there is a danger that all the roads will fall into the river. Two years ago, the road division tried to control the normal landslide. The landslide started three years ago. The river was eroding from the lower area and a general landslide occurred.
The embankment built by the road division at a cost of more than 2 million has also collapsed.
Even though the contract was re-contracted in the same landslide, the work could not be completed on time. In the highway area, vehicles can only be driven in one direction. If the work had been done immediately after the contract, the road landslide would have been stopped. There is no situation to widen the road from the upper part of the road in the landslide area. In the lower part, there is a situation to protect the road by raising a wall from the river.
Under the corridor road of Kaligand, Rambha Rural Municipality-1, Hungi Aserdi, Rampur Municipality-1, Salybazar near Syalibazar is a one-way road. Under Kaligandaki Corridor, Tansen Municipality-14, Argali Gaighat also has a one-way road. There is a risk of landslides in places such as Chidipani, Humin, Sefad, Siluwa along the 49 km Aryabhanjyang-Tahun-Rampur road.
The road is still one-way. Even the landslides that occurred last year at various places on the road have not been controlled. Bishnumaya Thapa of Rambha Rural Municipality-4 said, "The road is closed even during normal rains. Traffic is blocked for more than two or three hours if the dozer does not come on time."
District Administration Office Palpa has requested to avoid traveling at night to avoid monsoon disaster. Under Siddharth Highway, Siddhartha-Ramdi road section, Tansen (Palpa)-Ridi-Gulmi Tamghas road, Tansen-Ridi section, Rampur-Humin-Tanhu-Aryabhyang road section, Harthok-Chhahra-Tingire Arghakhanchi road section are requested not to travel at night. Assistant Chief District Officer Rishiram Subedi said that apart from this, other main auxiliary roads and rural roads are prone to accidents due to landslides and falling stones, so it is requested not to travel at night.
Due to the monsoon disaster, the road may be blocked due to landslides due to heavy rains until the middle of August, stones may fall, and dry landslides may also cause heavy damage to passengers and vehicles, he said.
'Based on the decision of the all-party meeting including security, transport professionals and stakeholders, it is safe to travel only when the local security agency assesses/projects the weather forecast and does not travel in raining/raining conditions,' Assistant Prazia Subedi said, 'As the driving of vehicles can be completely prohibited at any time and basically at night, it is requested not to drive vehicles including public and private vehicles during the monsoon period.'
