The Chief Minister of Lumbini Province, Chetnarayan Acharya, has said that for the effective functioning of the Provincial Assembly, more discussion is needed on the issue of creating a separate civil service.
Addressing the 'Interaction Program on the State Assembly Civil Service Bill' organized by the State Assembly Secretariat in Rapti Valley (Deukhuri) on Wednesday, Chief Minister Acharya said that further discussion is needed on whether the State Assembly Civil Service can be addressed within the State Civil Service Act or whether a separate law is needed. Whether
'separate structure is necessary or not, it is necessary to investigate this in detail. Rather than creating a structure, the main thing is how to operate it. Now whether it is possible to make a separate Act of the Provincial Assembly or not - a thorough discussion on this matter is necessary.' He informed that the government is focusing on the management of capable employees.
Speaker Tularam Gharti Magar said that the legislature, executive and judiciary are independent but they are interrelated with each other. He informed that based on the principle of implementing federalism, the state assembly is trying to proceed with the construction of the Civil Service Act.
