Babai, Bhada, Aurahi 074 was founded in Gulria on 9th October. The target was to construct 28 km embankment of Babai, 22 km of Bhada and 26 km embankment of Aurahi river within five years . Due to the lack of budget, its target has been increased and the period has been set until 084/085. The goal was to complete the embankment work at a cost of about 4 billion. After the work was not completed, according to the revised master plan dated 15th July 2079, the budget of 8 billion 48 million 48 million has been approved.
Although the budget has been approved, the project's technicians say that the work has not been accelerated due to the lack of release as per the demand.
So far, the project has reported 77.85 percent progress in Babai. Bhattarai, the head of the project, said that only 4.43 percent in Bhada and 2.22 percent in Aurahi have material progress. He said that the work did not speed up because the budget was not released as per the guarantee. According to the organization, 2 billion 40 million 95 million has been spent so far.
Rangi Tharu, a farmer of Gulria-4, said that there is a fear that the village will be washed away with the fields if there is a big flood. He says that he has stopped sleeping because there is no embankment in the danger area.
In 2071 and 2074, about 90 percent of the land area of Babai coastal area was flooded. The flood killed 40 people and damaged more than 500 houses. Gulria-4 Rampur Tappu and Barbardia-1 Dugrahi Basti were washed away . At the same time, the organizing office for controlling the Babai River was established.
