The date of bringing the budget has been postponed twice, the meeting of discussion regarding the budget is uncertain
The Chief Minister and the Minister of Economic Affairs are dissatisfied with the budget of 2082/083 recently brought by the Lumbini state government. After the government itself was dissatisfied with the budget, the discussion that was supposed to be held in the state assembly from Saturday was also stopped.
At the request of the government, the state assembly has postponed the 14th meeting of the sixth session called for Saturday at 11 o'clock until further notice. Also, the meeting of the working arrangement consultation committee scheduled to be held on Friday was also not held. On June 1, the budget presentation day, the time of the budget statement was delayed by 3 hours .
The government brought a budget of 38 billion 91 crores amid confusion on June 1. The time to bring the budget in the provincial assembly was set for 3 pm. The budget statement started at 6 o'clock even though it was moved to 5 o'clock in the evening as the budget was not ready.
Chief Minister Chetnarayan Acharya and Minister of Economic Affairs and Planning Dhanendra Karki have become dissatisfied with the hastily brought budget. According to the sources, plans under the Ministry of Physical Infrastructure Development and the Ministry of Water Supply and Urban Development recommended by the Chief Minister and the Minister of Economic Affairs have been missed in the budget. Similarly, most of the state assembly members from both the ruling party and the opposition have become dissatisfied with the budget.
The Nepali Congress Lumbini Province Committee has protested against the budget brought by Congress Economic Affairs Minister Karki. In a statement issued on Friday by Chief Secretariat Anupam GC on behalf of Chairman Amarsingh Pun, the government has accused the government of creating a budget under the pressure of themselves and certain interest groups against the spirit of federal governance, the spirit of development through democracy, and the just needs of Lumbini Province's overall development. In the
statement, he has also made a serious allegation of the participation of unauthorized persons or groups outside the relevant ministry or place and preparation of the budget at an unauthorized place . The budget has increased disagreements between the ruling party Congress and UML.
The government of Lumbini province, which has been bringing a deficit budget for 4 years, had sent a ceiling budget of 32 billion to the ministries saying that they would not bring a deficit budget in the coming year and balance the income and expenditure. Chief Minister Acharya had publicly promised not to introduce a deficit budget.
According to the commitment of the Chief Minister, the Ministry of Economic Affairs had sent the ceiling of the budget to all the ministries and made a method to enter the plans of the Chief Minister and the Minister of Economic Affairs from all the relevant ministries . Accordingly, a minister said that after the Ministry of Physical Infrastructure and Urban Development did not enter the plans sent by the Chief Minister and the Minister of Finance, both ministers became dissatisfied. Physical Infrastructure Development Minister UML's Bhumishwar Dhakal and Water Supply and Urban Development Minister Saroj Thapa (Rose) of Congress are in Lumbini. Congress is in government under the leadership of Thapa.
Congress state president Amarsingh Pun expressed his disagreement with the budget making process by issuing a statement on Friday. UML provincial assembly members have painted social media. The number of provincial assembly members and parties complaining about the budget is increasing.
Chief Minister Acharya called a meeting of the parliamentary board for Saturday after the state assembly member of the Congress put forward a strategy to prevent the budget from being passed. The meeting is being held on Sunday.
Similarly, the Congress has called a meeting of the parliamentary party on Sunday and the leader of the parliamentary party and former chief minister Dilli Bahadur Chaudhary said that after discussing it, they will conclude what to do. "I have heard that both the Chief Minister and the Finance Minister are not happy with the budget," he said, "I am not happy either." I understand that someone is not satisfied . Remaining The matter will be decided after Sunday's discussion.'
He said that only after discussing with the Chief Minister, Finance Minister, other ministers and the state assembly member of the Congress, he will come to a conclusion whether to discuss the budget or not. The size of the budget has been reduced by 60 million compared to last year. After the budget of deficit of more than 7 billion more than the source of income was brought, the employees of the Provincial Planning Commission and the Ministry of Economic Affairs disagreed before the budget. According to
sources, the Ministry of Economic Affairs had also sent the supplementary subsidy budget while sending the budget ceiling to the ministries. However, the ministries left out the supplementary plan and selected the plan and arranged the budget according to the budget ceiling. It increased the size of the budget. After the increase in the size of the budget, Chief Minister Acharya instructed to return the budget of the supplementary plan or include the plan in it, even if it is mentioned in the ceiling. However, apart from the Ministry of Health, any other ministry refused to return the supplementary budget. After that, other ministries also increased the pressure of more ceiling on the Ministry of Finance . Then the minister close to the Congress stood in one section and the minister of the UML stood in the other section . It disrupted the entire budget making process.
'Due to the controversy and stance of the ministers, some ministers stopped the entry of the plan and put the budget on hold. After that, the Ministry of Finance sent more ceilings to the Physical Ministry at 11:30 pm on Saturday and to the Urban Development at 10 am," the source said, "then the Physical and Urban Development finally completed the plan entry at 9 o'clock on Sunday and submitted it to the Ministry." After the Ministry submitted the plan late, the Ministry of Finance did not have time to study the additional plan and reduce the budget, and the plans of the two 'VIP' files prepared in the office of the Chief Minister and Finance Minister were missed.
Those two VIP files had a budget of more than 3 billion including lump sum and plan amount. A minister said that Chief Minister Acharya and Finance Minister were the most displeased after the plans of the two files in which those VIPs were mentioned were missed. "It doesn't seem like the plan has been missed," said the minister, "but it is true that some plans and funds in the VIP file have not been entered." Another minister said that the size of the budget increased after the Ministry of Forests, Urban, and Social Affairs refused to return the ceiling budget with the supplementary budget. He said that the plan of the VIP file has been missed again, so after increasing the dissatisfaction, they are trying to take it in the direction of increasing the political conflict.
The state assembly member of the ruling CPN-UML has said that the government's budget for the next year is still weak, weak and not worth commenting on. UML MPs say that more than 90 percent of the members of the state assembly oppose the budget.
UML parliamentary party deputy leader Bhoj Prasad Shrestha said that the finance minister has the main responsibility of making the current budget chaotic and that it will be seriously reviewed. "It is because of the finance minister that the budget has been disrupted, there has been opposition from all sides," he said, "none of the suggestions we gave have been implemented, the finance minister has not been able to manage it by himself." The departmental minister should be responsible for that.
Bhuvan Chowdhury, a member of the Provincial Planning Commission, said that the commission is not satisfied with the current budget formulation process. We made a big budget of more than 32 billion and clearly said that it cannot be implemented. Even if a few billion were added, it would not be a big problem,' he said, 'but, after it is increased to 39 billion, it will have an impact not only in the coming year but also in the following years.'
