Excavation in Tinau against the decision of the Disaster Management Committee

Contrary to the decision of the disaster management committee, the work of removing stones by taking JCBs and tractors to the river has not been stopped. For the work contracted through the road division office, the construction business took the JCB and tractor to the river and removed the stones against the decision of the disaster management committee.

Tinau rural municipality-5, in the area between Churchre and Gaude bridge, JCB has been taken in the river for the past two weeks to dig and remove stones. According to the local residents, from morning to evening, JCB is used to throw stones in the Dumre River (Tinau). Under the road division office, Bhagwati Construction has taken the contract for laying plum concrete wall near Churchre. Durga Gautam, the information officer of the road division informed that the construction which has taken the work of the slope on the road at various places including this wall, has taken the contract to complete the work on 28th November 2081.

According to him, a contract has been signed for 1 crore 31 lakh 69 thousand including slopes in places like Kerabari, Panmil, Sisuwa, Kalimati. The builders have made only 45 percent material progress for 7 months . It was found that excavators and tractors were taken to the river saying that they would work after Asar.

After seeing a big machine in the daily river, Rajesh Shrestha, the former ward president of Tinau Rural Municipality-2, posted a picture on social media, and the staff of Tinau Rural Municipality came and stopped the installation of JCB on Sunday. According to Dinesh Saru, Chief Administrative Officer of Tinau Rural Municipality, after the office was opened, the staff brought the keys and handed them over on Sunday. "After June 1, it has been decided not to take JCVs, tippers, and tractors to the river," he said. He said that since he has taken control of the key, he will come to take it from whoever it belongs to.

Police, administration, local government, district coordination committee at the side of Siddharth highway, even after June 1, the police, the administration, the local government, and the district coordination committee were acting as if they did not. "When the stakeholders kept silent while using excavators to move stones on tractors in the river, I thought that all parties should pay attention to save the river and seeing the negligence of the contractor and the indifference of the local government," said the outgoing ward president Shrestha, "I think that information should be given when excavators are used in the river under various pretexts on the side of the highway. The police administration is silent, does not see and does not speak.'

Chief District Officer Toynaran Subedi said that in the meeting on May 20th, in the presence of all municipalities, it was decided that dozers, excavators, tractors, tippers etc. will not be allowed to be taken to the river from June 1st. "It is understood that it was taken to the river for the contract work of the road division," he said, "but it cannot be taken after the rainy season." Worked in the past but quit working for some time . The head of District Coordination Committee Palpa, Tankanath Khanal, said that he had received information that the road division had worked at the place of the landslide. Chief Khanal said that Rampukar Jaiswal, the head of road division, informed that if the builders say they will work, there will be a situation where they will have to stop without getting stones. "It is not a good idea to work after the onset of the rainy season when the construction businessmen do not work for months after the contract is signed," he said.

JCB, tractor, tipper cannot be operated except for relief and rescue work. In the past, the District Development Committee had banned the operation of tippers and tractors even on unpaved roads including limestone mines and streams and rivers from June 1 to mid-August.
